- This notification is for informational purposes only. CMS has issued Blanket Purchase Agreement release no. HHSM500B0007 under BPA no. HHSM-500-2006-00002B, to Logistics Management Institute, to acquire program and technical support labor and professional engineering services in support of the FMSG Program Office. The FMSG Program office is acquring, on a T&M basis, 26 weeks of contractor support to operate the new HITECH incentive payment system, and to develop internal and external program controls, auditing, quality control, and metrics/reporting support systems and SOPs. The CMS HITECH initiative was created by Title XIII of Div. A, and Title IV of Div. B, of the American Recovery and Reinvestment Act (ARRA). The ARRA act set a legislatively mandated HITECH incentive payment start date of Jan. 1, 2011.
