Description
We have received questions to the subject Desk Study. Here they are along with the answers: QUESTION: Top of page 3 states "Competitive Desk Study Cost Quotation Sheet $35,000.00. What does the 35k represent? ANSWER: This is the Government's estimate of the cost to perform the scope of work for this contract. QUESTION: Pages 7-8 list requirements of contractor. Period of performance shall be 3 years form date of CO's signature. Total contract award is 7 million. What Does the 7 million amount apply to? ANSWER : I do not understand the question. The only place I see 7 showing up is the background material concerning the Government of Ukraine already allocating $77.7 million toward implementation of the National Emergency Telephone Call Response System project, not the feasibility study or this desk study. QUESTION: Is it just for the work on this RFQ, or does some of the money apply to the contractors who will perform the implementation in the Ukraine? ANSWER : This is all for implementation of the project, not for the feasibility study or for the desk study. QUESTION: This contract seems to be looking for Independent Verification and Validation while assisting Govt. staff. If a 7 million limit is established for the work spc'd in this RFQ, do you have any estimates on Number of people required? ANSWER : Not specified. QUESTION: Page 8 letter "f" states - "All reports must be paginated" Will a template be provided to clarify how this is to be done? ANSWER : There will be a template for the first two pages of the report, but not for the entire report except for the outline of the Deliverables Review Report which was already provided in Attachment I. QUESTION: The DS Cost Quotation Sheet (page 3 of the subject solicitation) instructs offerors to attach one page that describes capability and availability and then Page 9 of the solicitation lists the four (4) Evaluation Technical Factors (ETFs). Are offerors limited to the one-page attachment to describe its capabilities which meet the four ETFs? ANSWER : No, no need to limit describing how to meet eval factors to one page. QUESTION: In the solicitation there is mention of a meeting in D.C., with a timeline for preparing the report and draft and making the revisions. In this timeline, there is mention of the feasibility study-FS. Are the duties and timeline in the solicitation strictly for the desk study? If not, what is the expected timeline? ANSWER: Yes, the timeline for the Draft Report submission, revision of the Draft Report and then Final report submission written in the DS SOW are for the Desk Study (not the Feasibility Study). However, the DS is expected to review FS deliverables from the point in time that the FS contract commences till on or before December 31, 2012. As the FS deliverables are received per milestone invoice, the DS Contractor shall complete a Deliverables Review Report within one week of receiving the FS deliverable milestone package. QUESTION: Page 9 states: Payment Terms FS Contractor Selection Assistance (50% of contract price) 1 Lot Review of all FS Deliverables and DS Final Report (50% of contract price) 1 Lot What do these statements mean? ANSWER: 50% is paid at the conclusion of the assistance with Contractor selection when all deliverables associated with the FS Contractor selection assistance have been completed and accepted. 50% is paid at the conclusion of reviewing the FS Final Report, the submission and acceptance of all DS deliverables including the DS Final Report.
