Description
The purpose of Special Notice W15QKN-11-Z-B002 is to extend Special Notice W15QKN-11-Z-B001 for Industry Feedback on Acceptance Inspection Equipment (AIE) Clauses for a period of thirty (30) days. The United States Army Contracting Command - Picatinny on behalf of the Office Joint Munitions & Lethality (JM&L) Life Cycle Management Command (LCMC) is requesting industry feedback on the current Acceptance Inspection Equipment (AIE) Clauses used by the Army/Joint Munitions Command, Navy/Air Force/Joint Munitions Command, and ARDEC. The goal is to develop one single AIE clause that addresses modern measurement systems for inspection (and process control when used for acceptance) and a clear methodology to evaluate these systems thus enhancing reliability for acceptance of conforming product in conjunction with a smoother approval process for AIE. This new clause would seek to improve and/or incorporate: 1. Prove-out methodologies / requirements pertaining to AIE, Automated AIE (AAIE), and Process Control equipment. 2.Data Item Descriptions, CDRLs, and review guide providing clarity to contractors on submissions and the Government on how to review submissions, with the associated time lines. 3. Measurement System Evaluation requirements associated with Performance Based or Commercial Off-the-Shelf acquisition. 4. Appropriate references to the latest commercial industry standards. 5. Storage, handling, and environmental conditions associated with inspection systems. 6. GFE requirements from Navy/Air Force clause. To assist in this effort the Government is seeking industrys comments on each of the three (3) attached AIE Clauses. In addition to your comments, please answer the following specific questions. 1. What are your views on the AIE Clauses? 2. What are the Pros & Cons?3. What issues have you experienced with the current clauses?4. What are your suggestions for development of the new AIE Clause? This special notice is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this request for information. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this request. The Government is not obligated to notify respondents of the results of this request for information. Responses should be submitted by 4:00 p.m. on Monday, 25 April 2011.
