- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order using simplified acquisition process to Alabama Fluid System Technologies, Inc., 26280 Public Works Rd. Daphne, AL 36526-9131. The purchase is for : 1. Forty (40) Adapter SS-4-TA-1-4ANSS TS x AN tube flare male tube 2. Forty (40) Adapter SS-6-TA-1-4ANSS 3/8 Tube Stub x AN tube flare male tube adapter 3. Forty (40) Stainless Steel Cap SS-200-C Stainless Steel Cap for 1/8 tubing 4. Forty (40) Stainless Steel Cap SS-400-C Stainless Steel Cap for tubing 5. Forty (40) Stainless Steel Cap SS-600-C Stainless Steel Cap for 3/8 tubing 6. Forty (40) Stainless Steel Plug SS-200-P Stainless Steel Plug for 1/8 fitting 7. Forty (40) Stainless Steel Plug SS-400-P Stainless Steel Plug for fitting 8. Forty (40) Stainless Steel Plug SS-600-P Stainless Steel Plug for 3/8 fitting 9. Forty (40) Stainless Steel Tube SS-400-AN Stainless Steel c AN Tube Flare 10. Forty (40) Stainless Steel Tube SS-400-A-4 AN Stainless Steel x AN Tube Flare Male Tube Adapter 11. Forty (40) Stainless Steel Tube SS-600-A-6 AN Stainless Steel 3/8 x 3/8 Tube Flare Female Tube Adapter 12. Forty (40) Stainless Steel Hose Adapter SS-4-AN-1-4 Stainless Steel 7/16-20 Male JIC Thread x MPTJ Hose Adapter This acquisition is unsuitable for full and open competition for the following reasons. Swagelok is the only manufacturer found that is capable of manufacturing fittings that meet the rigorous requirements and sizes for use in a hyperbaric and undersea test facility. Fittings must be 316 stainless steel to support long term use in the saltwater environment used for testing at the Hydrospace Lab. Market research showed other companies produce fluid fittings however they did not produce the necessary sizes, quantity and/or fittings in 316 Stainless steel as required to support the MK 28 Mod ) Underwater Breathing Apparatus which utilizes a modular construction of fluid systems. These are replacement parts so must be the exact fit and function of existing supplies. The Naval Surface Warfare Center Panama City Division (NSWC PCD) requires these parts shipped complete within 10 days of award. Items must be shipped Destination to Naval Support Activity, 110 Vernon Ave., Panama City Beach, FL 32408 NAICS Code 332323 FSC: 2090 SBA size standard is 500 employees.
