Description
The Program Executive Office (PEO) Solider, Product Manager Soldier Clothing and Individual Equipment (PM SCIE) is requesting capability statements from companies and institutions for the purposes of identifying potential sources who can meet a potential developmental effort to find a printer/dyer who can over dye or re-dye to a darker color a nylon 500D or 1000D Modular Lightweight Load carrying Equipment (MOLLE) system or fabrics that have multiple fibers or prints. The Government requires confirmation on whether or not the problems associated with dyeing or re-dyeing of fabrics with multiple fibers or prints can be overcome. Some of these problems include: the level of what rates the dyes reattach to the fabric, blotchiness or the uneven attachment of color to the substrate and the weakening of fibers or fabric strength. If applicable, capability statements should include current contract/purchase orders numbers for same/similar services. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101 and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to this RFI. Capability Statements, including attachments, are limited to ten(10) pages. Any Capability Statements, including attachments, that are not submitted in MS Word and/or MS EXCEL format will be rejected and considered nonresponsive.
