Title: NATIONAL SURVEY OF BICYCLIST AND PEDESTRIAN BEHAVIOR AND ATTITUDES Action Code : P Classification Code : A Response Date : N/A Archive Date : 15 Days NAICS Code : 541720, Research and Development in the Social Sciences and Humanities Point of Contract : Sharon Burgess-Anderson, Contract Specialist, sharon.b.anderson@dot.gov Solicitation Number : DTNH22-11-R-00450 Synopsis: This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement in accordance with FAR Part 5.203, to provide notice of the Government's proposed contract action listed herein. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Pedestrian safety and bicyclist safety are two of several behavioral areas for which NHTSA has developed comprehensive programs to meet its injury reduction goals. The major components of pedestrian safety programs are education, enforcement, and outreach. Those three approaches are also applied to bicyclist safety programs, with legislative efforts added for further support. NHTSA encourages bicycling as an alternate mode of transportation to motor vehicle travel. Moreover, increasing safe bicycling and walking behavior is promoted as a positive contributor to the quality of life. But an increase in these behaviors often means an increase in exposure to potential risk of collision with motor vehicles, underscoring the need to have in place aggressive pedestrian and bicyclist safety programs to keep injuries on a downward trajectory. This in turn requires periodic data collection to assess whether the programs continue to be responsive to the public's information needs, behavioral intentions, attitudes, physical environment, and other factors that contribute to safety while walking or bicycling. The most recent survey of pedestrian and bicyclist attitudes and behavior was conducted in 2002. That survey provided program planners and community leaders with detailed information on walking and bicycling behavior, level of support for facilities assisting those activities, and awareness of safety issues. But the information is in need of updating, especially given recent programs and initiatives to increase walking and bicycling. This project will provide that update by conducting the 2012 National Survey of Bicyclist and Pedestrian Attitudes and Behavior. Purpose: This project will ascertain the scope and magnitude of bicycle and pedestrian activity and the public's behavior and attitudes regarding bicycling and walking by conducting a national telephone survey of a randomly selected sample of persons ages 16 years and older. The project will also determine whether the level of bicycling and walking has changed since the 2002 administration of the survey. Specific Requirements: The Contractor shall : •· Administer by telephone NHTSA's 2012 National Survey of Bicyclist and Pedestrian Attitudes and Behavior using a dual frame design for inclusion of respondents interviewed using landline telephones and other respondents interviewed using cell phones; •· Submit three survey reports to NHTSA: Volume 1 Summary Report; Volume 2 Findings Report; and Volume 3 Methods Report (to include both English and Spanish language versions of the questionnaire); •· Submit one copy of the database to NHTSA for direct PC use by NHTSA staff using SPSS software; •· Submit a second copy of the database to NHTSA for direct PC use by NHTSA staff using SAS software; •· Submit detailed documentation concerning the elements and characteristics of the databases to guide NHTSA and other interested parties in their use. Solicitation Information: The Government anticipates issuing a Cost-Plus-Fixed Fee type contract with a period of performance not to exceed Thirty-Six (36) months. The forthcoming solicitation and any related documents to this procurement will only be available electronically for download at https://www.fedbizzopps.gov referenced by the solicitation number DTNH22-11-R-00450. The anticipated issuance date of the solicitation is on or about April 15, 2011. However, it is the Offeror's sole responsibility to monitor the internet site for the release of the solicitation and amendments (if any). Potential Offerors will also be solely responsible for downloading their own copy of the solicitation and amendments (if any) as well as other related documents.
