- Amendment 0018 Revised RFP The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Data Buoy Center, has a requirement for a contractor to provide marine services (vessel charter) to support deployment/servicing of the entire buoy network starting September 2011 in accordance with the attached RFP. The proposed contract is 100% set-aside for small businesses. The NAICS code for this procurement is 483111 and the size standard is 500 employees. Paper copies of this solicitation will not be issued. For a copy of the solicitation, please utilize the FedBizOpps feature "register to receive notification" as well as "register as an interested vendor". Each potential vendor is responsible for checking this website to obtain all current information associated with this procurement. All contractors doing business the the Government must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. This procurement requires offerors to complete the on-line Representations & Certifications Apllication (ORCA) at https://orca.bpn.gov. All responsible and responsive sources may submit an offer which will be considered by the agency. This is a best value, competitive requirement. Award will be made to the offer(s): whose offer conforms to the solicitation requirements; who is determined responsible in accordance with the Federal Acquisition Regulation (FAR) by possessing the financial and other capabilities to fulfill the requirements of the contract; and whose proposal is judged, by an integrated assessment of price and other evaluation factor(s) listed in FAR 52.212-2 Evaluation (JAN 1999), herein. The Government will use the best value trade-off process in determining which offer is in the best interest of the Government. The Governement intends to award multiple Firm-Fixed-Price IDIQ contract(s) with Time and Material ODC CLINS from this solicitation. The Government reserves the right to award a single contract or to not award a contract depending on the quality of the proposal(s) submitted and the availability of funds.
