- Justification and Approval J&A 11-4039 The Naval Air Systems Command (NAVAIR) negotiated a sole source firm-fixed price contract with FrontRange Solutions USA, Inc., for the purchase of the Help Desk Expert Automation Tool (HEAT) 9.5 Web User Interface (UI), 900 licenses and supporting maintenance in support of NAVAIR IT/IM Department, AIR 7.2. The aforementioned company is located at: 1150 Kelly Johnson Blvd, Colorado Springs, CO 80920-3927. Maintenance for this effort is for one base period, in effect through 30 Sept 2011. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; J&A 11-4039, dated 7 March 2011.
