- (24 MARCH 2011): ADMINISTRATIVE CORRECTIONS TO LINE ITEMS HAS BEEN MODIFIED, RESPONSE DATE REMAINS UNCHANGED. PLEASE MAKE NOTE OF THE CHANGE TO THE ITEM DESCRIPTION ON EACH LINE ITEM (BASE YEAR, OPTION 1 - 3) AS OF 21 MARCH 2011. COMBINED SYNOPSIS/SOLICITATION (AFN-BC INTERNET CAPABILITY) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation/synopsis reference number 2165-1007-3117 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word "quoter" substituted for "offeror". Provisions and clauses are those in effect through Federal Acquisition Circular 2005-49, effective 24 Jan 2011, and DFARS Change Notice 20110120. (1) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008): (a) Re para (a): NAICS 517110; small business size standard is 1500 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in para (a) "lowest priced technically acceptable and acceptable past performance." Technical evaluation will be whether quoted items satisfy all requirements in CLINs 0001 through 0009 descriptions below. (3) QUOTATIONS ARE DUE BY 2:00 PM PACIFIC TIME 21 MARCH 2011 IN ORDER TO BE CONSIDERED. Quotations may be emailed to Shevonn.Moore@dma.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your proposal arriving before the cut-off time, please allow extra time if you're sending your quote via electronic means. (4) Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (JAN 2011). (5) This solicitation is in accordance with FAR 52.232-18 - FY11 Funding is subject to availability. Item Description: Base Year 0001: Provide AFN-BC with an OC-3 (155 Mbps) telecommunications circuit. Demarcation point is AFN-BC, 23755 Z Street, Riverside, CA 92518 room 261, first floor. Termination will have RJ-45 Gigabit (1 Gbps) Ethernet Port connectivity. The vendor shall provide a 64 block of (inbound/outbound) public IP addresses. Additionally the vendor shall provide an option to the government, for an additional block of 64 (inbound/outbound) public IP addresses. Vendor will supply and manage a router at the Demarcation point to support the 1 GBps port requirements. The OC-3 circuit will be used to download and transfer 60 Gigabyte files from AFN-BC's radio and Television broadcast vendors. CLIN 0001AA - 1EA, INSTALLATION COST FOR OC-3 CIRCUIT AND OC-3 EQUIPMENT; POP: 01 May 2011 - 30 April 2012. CLIN 0001AB - 1EA, MISC TAXES, SURCHARGES, AND FEES; POP: 01 May 2011 - 30 April 2012. Option Period 1: Provide AFN-BC with an OC-3 (155 Mbps) telecommunications circuit. Demarcation point is AFN-BC, 23755 Z Street, Riverside, CA 92518 room 261, first floor. The Government will issue an order to the responsible quoter submitting the lowest priced technically acceptable quotation with acceptable past performance.
