This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912L2-11-T-0012 and will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-12. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. Quote shall be labeled with the solicitation number. b.The Government intends to contract for Instruction on the use a drilling rig. c.Contractors shall submit a quote for instruction on the following equipment: Versa-Drill V-2000NG Drilling Rig d. All quotes should be marked valid through 3:00pm EST of April 22, 2011. Quotes will be evaluated based on Lowest Price Technically Acceptable. Statement of Work Versa-Drill V-2000NG Drilling Rig Instruction 1.Background. The Arizona Army National Guard (AZNG) has a requirement for the lease of a Versa-Drill V-200NG well drill for the purpose of meeting pre-deployment qualification standards on the Versa-Drill V-2000NG through familiarization training. The 257th Engineer Detachment needs to be familiar with the operation and maintenance of the Versa-Drill V-2000NG Drilling Rig prior to deployment. The 257th Engineer Detachment will mobilize to conduct humanitarian well drilling missions in support of Combined Joint task Force - Horn of Africa's ongoing effort to counter terrorism in East Africa. 2.Objectives. The goal and objectives of the contract will be to ensure that the 257th Engineer Detachment is familiar with the Versa-Drill V-2000NG well drill. The end result will be 100% familiarization of all assigned Soldiers of the 257th Engineer Detachment on the Versa-Drill V-2000NG Drilling Rig. This familiarization will help to ensure that Soldiers are capable of meeting mission goals. 3.Scope. The AZNG expects to accomplish 100% familiarization training for all Soldiers assigned to the 257th Engineer Detachment on the Versa-Drill V-2000NG during a two week period at a fair and reasonable cost. 4.Requirements / Tasks. a.The contractor will provide the following piece of equipment for familiarization training: Versa-Drill V-2000NG Drilling Rig (Manufactured by the Laibe Corporation) b.The contractor will provide a minimum of two (2) personnel - a journeyman with a minimum of 6 years experience and an apprentice with a minimum of 2 years experience - to train Soldiers and provide maintenance to the required piece of equipment identified above. The personnel will train Soldiers on the piece of equipment during a two-week period in austere conditions. All pay and allowances will be incurred by the contractor. c.The contractor will be required to perform maintenance on the piece of equipment identified above. d.The contractor will provide replacement parts and tools necessary to perform maintenance and rebuild should the piece of equipment fail during drilling operations (i.e. sleeves, gaskets, rods, packings, drive chains, valves, etc.) e.The contractor will provide an auxiliary mud pump and appurtenant power, hoses and fittings required to connect to the integral mud pump on the drilling rig. f.The contractor will provide a de-sander and trash pump with appurtenant hoses and fittings required to implement the de-sander into the drilling fluid process. g.The contractor will provide packaged petroleum products in sufficient quantities to maintain the drilling rig during the required period of performance. h.The contractor will be required to provide all safety equipment to the personnel who will be training identified Soldiers. i.Contractor personnel will need to coordinate with the Government POC on a daily basis in order to ensure that the training goals and objectives for the 257th Engineer Detachment are met. 5.Delivery. a.Contractor personnel must be able to provide extensive insight and instruction in the use of the Versa-Drill V-200NG Drilling Rig. b.The contractor should have the drilling rig on site no later than June 03, 2011 at 8:00 am. All costs associated with the movement of the drilling rig to the training site and back will be incurred by the contractor. 6.Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI). a.The Government will provide all fuel necessary for the operation of the drilling rig. b.The Government will provide minimal medical support for contractor personnel in the event of an emergency (i.e. CPR, immediate field dressing, etc). The nearest medical facility is located 7-10 miles from the training location. 7.Security. a.Contractor personnel must be able to identify themselves by form of a company badge. b.No other identified special security requirements are associated with contract performance. 8.Travel. a.The contractor will incur all travel costs for the two (2) contractor personnel plus the cost of lodging and meals. b.Contractor will be required to provide a rental car for the contractor's personnel. Contractor personnel will need to travel to and from the airport, to and from the hotel, to and from training site location. The two nearest airports are Tucson International Airport located in Tucson, AZ and Sky Harbor International Airport located in Phoenix, AZ. c.There are a few hotels within 7-10 miles of the training site location. The nearest city to the training site is Florence, AZ. Contractor will have to make their own reservations. 9.Special Material Requirements. a.The contractor will have to submit proof of liability insurance for the indentified piece of equipment in order to not hold liable the Government in the event equipment is damaged while in operation. 10.Other Unique Requirements and Considerations. a.Environmental conditions at the training site will range from 110-120 degrees during the day and 70-75 degrees at night. Contractor personnel should dress appropriately. Contractor personnel will be working in austere conditions. Arthropods and wild animals (i.e. snakes, scorpions, spiders, wild pigs, etc.) are present. The Desert Tortoise is a protected animal located at the training site. 11.Place of Performance. a.The training location is Florence Military Reservation (FMR). The Reservation is home to artillery and small-arms training ranges. Camp Florence is the main training site for the Arizona Army National Guard, primarily for weekend and two-week annual training periods. It supports squad, platoon, company, and battalion-level tactical training for artillery, aviation, cavalry, engineer, military police, maintenance, signal, transportation and explosive ordnance disposal units. The address is 25181 N. Hwy 79, Florence, Az 85232. 12.Period of Performance. a.The period of performance is 03-23 June 2011. The start date of the training is 07 June 2011.
