Description
SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation number is NLM-11-183-KDB. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2005-41. The North American Industry Classification System (NAICS) Code is 519120; and this is acquisition is a small business set-aside. BACKGROUND The Images and Archives Programs of the History of Medicine Division of the National Library of Medicine acquire, arrange, describe, preserve, and make available for researchers, scholars and other interested persons, primary source materials in the history of medicine, public health, and allied disciplines. These primary source materials include archives and manuscripts, prints, photographs, posters, fine arts and graphical materials, films, videos, sound recordings, and electronic media. A major part of the mission of the Images and Archives Programs and the History of Medicine Division is to make our holdings available and accessible to persons of varied backgrounds, in order that they may best understand the role of medicine in society and in their lives. A major recent venture is to make information about our unprocessed materials better available to the public. PURPOSE AND OBJECTIVE OF THE PROCUREMENT The purpose of this procurement is to obtain collection description services for the images and archives collections of the National Library of Medicine, that is, the collections in archives and manuscripts; prints, photographs, and other graphical materials; historical films and videos; and similar materials in electronic media. PERIOD OF PERFORMANCE The period of performance shall be for twelve months with an additional one-year option, if NLM has need and funding is available. EVALUATION CRITERIA FACTORS I. Understanding the Requirements and Technical Approach 45 Points II. Qualifications and Availability of Proposed Personnel 30 Points III. Past Performance 25 Points Total Possible Points: 100 points I. Understanding the Requirements and Technical Approach (Points: 45) The proposal must demonstrate a thorough understanding of the requirements of the Statement of Work (SOW) and describe an approach which will demonstrate the achievement of timely and acceptable performance. The proposal shall present a comprehensive statement of the problem, scope, and purpose of the project to demonstrate an understanding of the requirements from a management and technical standpoint. Vendor must demonstrate the ability to prepare clear, concise and informative written materials. Proposals will be evaluated on the organization, content and clarity of proposal. II. Qualifications and Availability of Proposed Personnel (Points: 30) (Demonstrated evidence of the qualifications, experience, and availability of professional and technical personnel comprising the necessary project staff.) Personnel proposed to be assigned and available for work under the project shall be evaluated on their demonstrated, documented, and relevant expertise, education, availability, and experience, highlighting that which was obtained within the past three years. III. Past Performance (Points: 25) The government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of high quality products and services. a) Vendors shall submit a list and description of the last five contracts completed during the past three years and all contracts currently in process. Offerors shall be evaluated on (1) record of conforming to specifications and to standards of good workmanship; (2) adherence to contract schedules, including the administrative aspects of performance; (3) reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and (4) business-like concern for the interests of the customer. b) For each contract/subcontract identified, include a brief synopsis which includes the date the work was performed, the client for whom the work was performed (include client name and telephone number), and a description of work performed. The vendor is authorized to provide information on problems encountered on the identified contract/subcontract and the vendor's corrective actions, if necessary. All questions and inquiries regarding this combined synopsis/solicitation should be emailed to buseyk@mail.nlm.nih.gov and must be received no later than March 31, 2011 at 12 Noon (DST). Facsimile submissions are not authorized and collect calls will not be accepted. Proposals shall be received by April 7, 2011 at 3:00 PM (DST) from responsible small business sources will be considered. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items (June 2008). Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (August 2009)-With DUN Number Addendum [52.204-6 (April 2008)]. The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items (March 2009)-Addendum to Clause Year 2000Compliance (July 1997); FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (April 2010). The NLM Special Rights in Data clause will be included in any resultant orders under this effort.
