- COMBIINED SYNOPSIS/SOLICITATION FLEDERMAUS PROFESSIONAL SOFTWARE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, a supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; a written solicitation will not be combined synopsis/solicitation shall be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil). The RFQ number is N62306-11-T-M517. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-11 and DFARS Changes Notice 20100713. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/html.current/252201.htm. The Naval Oceanographic Office, Stennis Space Center, MS intends to solicit and award, a sole-source firm fixed award to IVS 3D, Portsmouth, NH for Fledermaus Professional Software (20) copies for the period of 01 April 2010 through 31 March 2012 pursuant to FAR 6.302-1. This action will be conducted in accordance with FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 511210 with a Small Business Size Standard of $25.0M. This synopsis is published for informational purposes only and is not a request for competitive offers. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. See Note 22. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; and DFARS 252.227-7015 Technical Data-Commercial Items. Contractor is reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. Additional contract terms and conditions applicable to this procurement are DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Item and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including FAR 52.237-34 FOB Destination. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). This announcement will close at 3:30 PM, CST on 28 MAR 2011. Quote is to be submitted to STNS.NAVO.Contracts.FCT@navy.mil. Oral communications are not acceptable in response to this notice. Contractor shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and Wide Area Work Flow at https://wawf.eb.mil to be considered for award. Quote shall include price(s), a point of contact, name and phone number, business size, and payment terms. Response must clearly indicate the capability of the offeror to meet all specifications and requirements.
