Description
GFI Request Form Sources Sought Synopsis Title: Containerized Flight Training Devices (CFTD) 9-16 1) Requirement: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a requirement to provide training solutions that satisfy specific V-22 training requirements. The Government seeks responses from interested parties to determine an acquisition strategy for the future procurements of Marine Corps MV-22 Block C Containerized Flight Training Devices (CFTDs) 2F200-9 through 2F200-16. CFTDs are self-contained units, which house a non-motion simulator, a host computer, a visual display system, and an instructor operating station. Currently, 8 CFTDs, all in a MV-22 Block B configuration, are either fielded or are planned for delivery at Marine Corps Air Station (MCAS) New River, NC, MCAS Miramar, CA, and MCAS Futenma, Japan. The CFTDs 2F200-9 through 2F200-16 effort includes implementing a systems approach to training, analyzing requirements, producing, delivering, and installing up to eight CFTDs in a Block C MV-22 aircraft configuration. The requirement will also include a brief support period following device delivery. CFTDs 2F200-9 through 2F200-16 will simulate MV-22 Block C aircraft operation to the fidelity requirements identified in the system specification. CFTDs 2F200-9 through 2F200-16 will be new devices insofar as they are in a new aircraft configuration; however, CFTDs 2F200-9 through 2F200-16 must incorporate the common baseline software that is run on currently-fielded MV-22 CFTDs. To assist industry in assessing its ability to satisfy the MV-22 Block C CFTD 2F200-9 through 2F200-16 requirements the following information is provided: The CFTD 2F200-2 through 2F200-6 Statement of Work (SOW), System Specification, Operation and Maintenance (O&M) Manuals, Interface Design Description (IDD), the MV-22 aircraft Naval Aviation Training and Operating Procedures Standardization (NATOPS), and a Block B to Block C differences description. The Government Furnished Information (GFI) is only available upon request. To request the GFI, please complete the provided request form and email it to erin.barton@navy.mil by COB Thursday, 31 March 2011. The Marine Corps' required delivery schedule is: CFTDs 2F200-9 and 2F200-10 to the capitol region in April 2013, CFTDs 2F200-11 and 2F200-12 to MCAS Kaneohe Bay, HI in April 2014, CFTDs 2F200-13 and 2F200-14 to Camp Pendleton in October 2014, and CFTDs 2F200-15 and 2F200-16 to Guam in October 2015. The Government anticipates that a Block B configuration reprocurement data package will be available in June 2011 and the Block C aircraft technical data package will be available in November 2011. Please be advised that periodic access of this web site is essential for obtaining updated documentation and the latest information regarding this procurement. Industry is encouraged to provide the Government point of contact identified with this posting with comments and feedback via email in response to the forwarded documents. No later than 01 April 2011, the Government will provide questions for respondents to answer in writing in order to allow the Government to determine the overall capability to meet the 2F200-9 through 2F200-16 requirement, to include technical and schedule considerations. Written responses are due not later than 5:00 Eastern Standard Time on 02 May 2011. It is industry's responsibility to address the Government's capability questions sufficiently to demonstrate that a competitive strategy is feasible. Please note that MV-22 CFTDs 2F200-2 through 2F200-8 have or will be procured on a sole source basis pursuant to the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 2) Site visit If desired, interested parties may request a site visit no later than 01 April 2011. These site visits will occur at MCAS New River, NC during the week of 18 April 2011. The purpose of the site visit is to permit respondents to view currently-fielded CFTDs. All interested parties, please send your request for site visit to erin.barton@navy.mil. This request shall contain the company name, company address, cage code, names of attendees, attendee's title, attendee's point of contact information to include a phone number to contact attendees at site visit, and the citizenship of attendees. 3) The Government will utilize the information provided in the written responses to this sources sought as well as other market research information to determine an acquisition strategy for the future procurement of CFTDs 2F200-9 through 2F200-16. The final acquisition strategy will be published via a FedBizOpps pre-solicitation notification. This notice is for informational purposes only. This is not a Request for Proposals. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents is strictly voluntary.
