- The Naval Surface Warfare Center, Panama City Division, Panama City, FL (NSWC PCD), intends to award a sole-source firm-fixed price contract to Rockwell Collins Satellite Communications Systems, Inc., 2205 Northmont Pkwy, Duluth, GA 30096-5892 for: Two (2) each Satellite Terminal CCT Antenna Systems P/N 120. The CCT120 is a part of the Rapid Response Kit (RRK) and is integral to its operation. The RRK system as a whole has received an Approval to Operate (ATO) from Naval Network Warfare Command. Substituting other satellite terminals for the CCT120 will cause considerable re-engineering costs to the Government. This purchase is not suitable for full and open competition for the following reasons. Rockwell Collins is the original equipment manufacturer (OEM) of these components. Currently, Rockwell Collins is the only vendor of this specific item that meets form, fit, and function requirements. Award will be made by determining the price to be fair and reasonable. Target award date for this effort is on or about 4 April 2011. NAICS 517410 applies. Size standard $15M annually. FSC 6625.
