Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W81EWF-1073-3275 is being issued as a request for quotes (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-42. This requirement is a 100% set-aside for Small Business Concerns under NAICS Code 334516 (SIC 3826) with a size standard of 500 Employees. The USACE, Engineer Research & Development Center, EL-Environmental Laboratory Branch has a need for the following services: Parallel Tagged Sequencing (PTS) Line Item 0001: Zetasizer Nano-ZS, Quantity 1, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0002: Option for flow mode operation, Quantity 1, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0003: Service Contract, Quantity 1, Unit: Year, Unit Price: _______, Total Amount_______ 1. The ERDC Environmental Laboratory (EL) requires a dynamic/static light-scattering viscometry system. This instrument is a unique light scattering device used to perform quantitative and qualitative measurements of suspended particles. This instrumentation will be used for contaminant fate and transport work as well as nanomaterial characterization and toxicity experiments. 2. Required instrument specifications include: a. A non invasive light source with 173 back-scattering capability (NIBS) b. A high sensitivity to particle size ranges from 0.3 nm-10 microns c. A static light scattering technique that allows for the determination of average molecular weight of macromodules as well as particle shape d. The ability to measure zeta potential using an applied electrical field and the measurement of particle velocity during migration to the electrode of opposite charge e. Capability to operate in batch mode or flow mode alongside a SEC/GPC system to allow automation during large output experiments f. An attached capillary viscometer that measures deviations in Newtonian rheology of suspended solids with measurement range 0.3-10,000 mPa.s g. The ability to measure small sample volumes as low as 12uL for size and molecular weight The delivery Location will be at the Environmental Laboratory, ERDC, 3909 Halls Ferry Rd, Vicksburg, MS 39180. All on site workers must be U.S. Citizens and Contractors shall provide names and social security numbers of workers prior to arrival on the job site. Technical POC is Jeff Steevens 601-634-4199. All work shall be performed during normal duty hours. 0700-1700 daily. Work locations are as follows: Environmental Lab. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable.
