Description
In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the below synopsis of work. This announcement is not a solicitation and represents upcoming construction work. This synopsis is for a firm fixed price construction requirement at Joint Base Pearl Harbor - Hickam on Oahu, Hawaii. Solicitation for this work is anticipated to be issued on 8 April 2011 of this year with bids due on 16 May 2011. This work will be competitively issued as a Small Business set-aside Invitation for Bids (IFB) utilizing Sealed Bidding procedures. Bidders must submit sealed bids to be opened at the time and place stated in the solicitation; bids will be evaluated without discussions. The NAICS Code for this project is 236220: Commercial and Institutional Building Construction. The Small Business size standard for this NAICS code is $33.5 Million average annual revenue. Magnitude of construction is between $10 Million and $25 Million. The project constitutes the construction of an F-22 Munitions Storage Complex for the Air National Guard (ANG), and includes site work, construction of cast-in-place concrete structures for munitions storage, and maintenance. Up to four structures will be earth-covered. Up to two structures will have earth filled walls. Two structures will be partially steel framed with metal exteriors. The project site is within Quantity Distance Arcs for existing munitions storage sites. Safety measures for such locations will apply during construction and the project site is at a remote part of Hickam Air Force Base that may affect concrete transit times. An organized site visit will be held approximately 10 days after solicitation issuance. The solicitation plans and specifications will be issued in electronic format only on the federal business opportunities (FEDBIZOPPS) website located at http://www.fbo.gov/ on the issuance date where you must register as an interested vendor. You must be registered in the Centeral Contractor Registration (CCR) to be eligible to recieve an award. Call 1-888-227-2423 for more information or visit the CCR website at http://www.ccr.gov. You must also be registered in online representations and certifications application (ORCA) at http://orca.bpn.gov to be eligible to recieve an award. This project is currently Subject to Availability of Funds (SAF) and as such, the U.S. Army Corps of Engineers will not award this contract without adequate funding.
