SOURCES SOUGHT(MARKET SURVEY CAPABILITY ASSESSMENT) FOR CELLULAR WIRELESS ACCESS SOLUTION, MIKE MONRONEY AERONAUTICAL CENTER (MMAC),OKLAHOMA CITY OK. This is a market survey for the purposes of determining government's acquisition strategy for a proposed firm-fixed price contract to provide aCELLULAR WIRELESS ACCESS SOLUTION, MIKE MONRONEY AERONAUTICAL CENTER (MMAC, OKLAHOMA CITY OK. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing a fully managed cellular Wireless Access Solution that supports a multi-carrier service provisions, uninterrupted connectivity, and maintenance for the mobile phones, Personal Digital Assistants (PDAs), Blackberries, cellular network cards, pagers, etc., for personnel and students assigned to the MMAC. Equipment must allow signal access for all carriers on the FAA National Wireless Contract (AT&T, Sprint/Nextel, Verizon, T-Mobile, Alltel, Skytel, (pagers), USA Mobility (pagers), Global Star, and Iridium. It is also anticipated that there will be a requirement for either contractor-furnished training to the FAA personnel for post implementation maintenance of the systems provided or contractor maintenance support of the systems provided for a period of time after the government acceptance of the system. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 517210, Wireless Telecommunications Carriers (except Satellite), with a size standard of 1,500 employees. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Brief Capability Statement - This document should be limited to not more than six (6) pages and it should identify: Type of services provided by your firm, Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), Number of years in business 2. Geographical areas where your company can provide services 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is a draft of the statement of work. Respondents are encouraged to review the statement of work and provide comments. Prior to any future proposal requests as a result of this market survey, potential offerors will be given the opportunity for a site visit to perform analysis for the required mitigation of impacts of equipment/ connectivity under this contract on existing/ future radar signals at MMAC. All responses to this market survey must be received by close of business April 4,2011.
