Senior Aviation Advisor (SAA) ISSUANCE DATE: 03/16/2011 CLOSING DATE: 04/15/2011 SOLICITATION NUMBER: PSC-11-024-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs American Embassy Mexico City, Mexico Narcotics Affairs Section I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Narcotics Affairs Section (NAS) of the U.S. Embassy in Mexico City, Mexico, with policy oversight and funding from the DOS' INL Bureau. The SAA will provide aviation strategic planning, advice, and support to the Aviation Division of the Secretariat of Public Security (SSP) and the Air Services Directorate of the Mexican Office of the Attorney General (PGR), which together operates a fleet of aircraft, including helicopters and fixed-wing aircraft, in drug interdiction, aerial eradication, surveillance, and transport missions. The SAA will manage a U.S. aviation assistance program under the Merida Initiative for the SSP and other Government of Mexico (GOM) entities that include provision of aircraft, training, and maintenance systems development. The SAA will also coordinate with other USG agencies aviation programs in support of the Secretariat of National Defense (SDN) and the Secretariat of the Navy (SM), whose aircraft perform counter-drug, counter-terrorism, and other public security missions. 2. MAJOR DUTIES AND RESPONSIBILITIES: A. Performs oversight and evaluation of the NAS aviation program, which includes, but is not limited to, reviewing need for additional aircraft, spare parts, commodities, flight operations procedures, maintenance, and pilot proficiency. B. Takes lead in operations and requirements planning for enhancing the "end-game" capabilities of SSP and PGR Air Services Directorates to detect, pursue, seize suspicious aircraft, and vehicles. C. Reviews and recommends requirements and operating procedures for UH-60M, UH-1H helicopters, Cessna Citations, Schweizer 333 helicopters, and other aircraft of the SSP and the PGR. Oversee NAS aviation contracts with U.S. contractors and agencies. D. Provides advice on development, coordination, organization, implementation of comprehensive operational systems, and procedures for the SSP and PGR. E. Institutes operational tactics and training procedures, including recurrent training, to enhance aerial eradication, and interdiction operations, which includes, but is not limited to, night operations, interdiction tactics, and helicopter escort procedures. Advises and provides guidance to the SSP and PGR on training and standardization procedures. F. Collects, reviews, and disseminates data on aviation tactics, techniques, and employment in support of the counter-drug missions of the SSP and PGR. G. Maintains contact with SSP and PGR coordinators at maintenance bases and deployed locations. H. Maintains regular liaison with officials of the SSP, PGR Air Services Section, INL Air Wing, and DOS, Department of Defense (DOD), NAS, Drug Enforcement Administration (DEA), other Federal agencies, and the Federal Aviation Administration (FAA) to remain knowledgeable of current policies, procedures, and rules affecting aviation operations. I. Briefs DOS, DOD, Congress, and other visiting Government officials on the status of aviation projects. J. Provides advice and instruction to SSP and PGR employees on work and administrative matters. Identifies developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for U.S. Government and current NAS aviation contracts. K. Assists in project budget formulation and program planning, defines aviation procurement needs, and prepares related procurement documents. Planning, programming, and budgeting are key responsibilities of the SAA. L. Ensures end-use monitoring of aviation commodities provided by INL to the Mexican Government. Conducts field surveys, evaluations, and special requirement studies. M. Plans and coordinates with the SSP and PGR a realistic plan for mid-term replacement of UH-1H helicopters. N. Submits weekly written reports of activities, including the performance of contractors providing support under INL funding, to the NAS Director. O. At contract end, prepares a report on completion of assignment, including a comprehensive review of all projects in which the SAA had become involved. The report will also include a critique of projects and recommendations for improvements. The SAA will be evaluated by the NAS Director and the SAA will evaluate all subordinate staff in accordance with Mission policy. The SAA will prepare this report within fifteen days of the expiration date of the contract. 3. SUPERVISION The Senior Aviation Advisor (SAA) works under the general supervision of the Embassy's NAS Director. The SAA coordinates with the NAS Director and Deputy Director, in-country USG personnel, other PSC Program Coordinators, particularly those involved in drug interdiction, and eradication projects. The SAA will supervise the Deputy Aviation Advisor and any support staff of PSC(s), LES, and/or contract staff for this expanding program. The SAA liaise directly with GOM officials and independently executes approved new management programs under general supervision. The NAS Director's span of control has increased so greatly under Merida that the SAA provides the direct management, coordination, and leadership of the aviation program and its assets. The aviation program is projected to increase in size and scope. Therefore, the program requires an SAA who will manage the increased staff and aviation assets independently. II. RELATIONSHIPS A. The Contractor shall work under the supervision of the NAS Director who shall be designated the Contracting Officer's Representative. B. The Contract Administrator and Contracting Officer for this PSC shall be the INL Contracting Officer in Washington DC. C. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. D. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. 1. Complexity: A. Assignments include analysis of all facets of aviation operations management, maintenance, and operations involving a fleet of fixed-wing and rotary-wing tactical and transport aircraft, which conduct counter-drug and border security missions. Such missions include aerial eradication, interdiction, surveillance, personnel transport, replenishment, sustainment, and training. B. The SAA provides guidance and assistance to Mexican pilot training programs, plans, policies, and procedures for the SSP and PGR. Coordinates recommendations from the NAS Director and Program Coordinators on projects, and budgets, and provides guidance to SSP and PGR standardization pilots, operations personnel, and contractors. With the support of a Deputy Aviation Advisor oversees implementation of the NAS aviation program. Plans and procedures include, but are not limited to, development of a night operations capability and recurrent training programs for SSP and PGR pilots. C. The SAA performs continuous analyses of effectiveness and efficiency of the SSP and PGR to improve flight safety of aviation operations supporting counter-drug missions. Physical Demands: The SAA's work is both physical and sedentary in nature and involves activity at both the embassy and field locations. Frequent travel and temporary deployment to austere field operating locations will be required. Incumbent will travel to locations in the desert or to mountainous, high altitude terrain, which involves physical exertion Work Environment: The work of the SAA primarily occurs in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections or program evaluations. Incumbent must be able to work independently in remote areas for extended periods. Some field sites are in regions known for hostile reactions from drug traffickers and cultivators. Minimum Qualifications: 1. U.S. citizenship, with the ability to attain and maintain a Department of State Secret security and medical clearance. 2. Bachelor of Science (BS) and/or Bachelor of Arts (BA) Degree from an accredited U.S. institution, or 20 years of related experience in the military, law enforcement, or program management. 3. In-depth knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 4. In-depth Knowledge of U.S. Federal Aviation Administration regulations and of tactical employment of fixed-wing and rotary-wing aircraft in counter-drug operations. 5. Extensive experience as an aircraft operations officer, maintenance officer, or manager in a military or civilian organization involved in training and standardization of rotary-wing or fixed-wing pilots, tactical employment of aircraft in high-threat environments, and deployment of aircraft to austere locations. 6. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit-level flight-training, base operations, and deployed operations. 7. Basic knowledge of command, control and communications, intelligence, and flight operations procedures. 8. Extensive experience as a pilot preferred and/or as a mechanic of rotary-wing or fixed-wing aircraft. 9. Strong communication and written skills is required. Spanish is highly preferred. 10. Proficient in Microsoft office suite. 11. Knowledge of U.S. Government contract administration procedures. Evaluation Criteria: Factor 1 Ability to plan, organizes, and implements international counter-narcotics aviation operation and logistic support program. These duties require application of sound management and specialized logistical expertise. Proven ability to manage diverse factors as foreign assistance legislation, bilateral agreements, program budget management, U.S. policies, and availability of aircraft support. (25 points) Factor 2 Understanding of aviation program management practices, procurement regulations and guidelines, budget development, and program planning, execution, and monitoring. (20 points) Factor 3 Demonstrated ability to manage fixed-wing and rotary-wing deployment in counter-drug operations; aerial survey, eradication, reconnaissance, night operations, and "end-game" interdiction missions; logistics support; maintenance involving diverse aircraft types; quality control discipline; and integration of complex deployment schedules. (20 points) Factor 4 Knowledge of applicable FAA, DOD, International Civil Aviation Organization (ICAO) operations, and Federal Acquisition Regulations (FAR) pertaining to procurement support and aviation contract management. (15 points) Factor 5 Aircraft maintenance, technical, and inspection experience and ability to provide tactical employment advice and instruction to helicopter and fixed-wing pilots. Ability to evaluate maintenance management programs. (10 points) Factor 6 Experience and knowledge of flight safety, training, and standardization programs. Experience working overseas, in either Mexico or other Latin American countries. (5 points) Factor 7 Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (5 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
