THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that are qualified to support CMS' Office of the Medicare Ombudsman (OMO) in conducting large scale/comprehensive organizational program assessments and evaluations for the purpose of developing program improvement recommendations for Medicare. History: The Medicare Beneficiary Ombudsman was established through the Medicare Modernization Act of 2003 (MMA) as a mechanism to improve services to beneficiaries through the handling of complaints and the review and assessment of the Medicare program and its operations that impact beneficiary services. The Medicare Ombudsman is also required to make recommendations to Congress yearly on improvements to the Medicare Program. The legislative mandate for the creation of a Medicare Beneficiary Ombudsman is integrally tied to the law's emphasis on ensuring that people with Medicare have unhindered access to Medicare information and assistance with complaints, grievances, and appeals. To accomplish this, the Office of the Medicare Ombudsman (OMO), along with other CMS components and CMS partners, identifies underlying systemic issues in the administration of the Medicare program, makes recommendations for short and long-term resolution of these issues, and serves as a facilitator for resolutions to these issues that affect people with Medicare. Description of the work: Through its Issues Management process the OMO is able to identify a variety of issues that impact beneficiaries. The subject assessment and analysis support will improve the OMO's ability to quantify and qualify plausible program improvement recommendations for Medicare, as well as facilitate the implementation of program improvements. Tasks that may be required primarily focus on designing and conducting analyses and assessments that will address systemic issues within the Medicare Program and ultimately foster improvements to the Medicare Program. More specifically, offerers will be required to conduct and provide comprehensive written reports for assessments of the impact of given policies and practices within the Medicare Program, which may include the review of a wide range of comparable private and public organizations to understand best practices and/or plausible approaches that can be used in government operations to improve Medicare program services for Medicare beneficiaries. The contract will include the following scope of services: • Accurate information and fact gathering; • Data gathering and interpretive analysis of data; • Presentation of data in concise and clear format; • Technical writing of professional, non-scientific reports in various summary formats; • Preparation and development of formal reports, comprehensive analyses, summaries, and/or briefings suitable for top level executives and/or high-level government officials; • Development and presentation of plausible and actionable recommendations for improvement of a large complex government program and its associated business processes. In addition, interested contractors must submit a capability statement to show their ability to put in place and maintain the strict confidentiality requirements of all CMS data obtained from CMS program information, as well as all data collected under any potential contracts. These confidentiality requirements shall also include all requirements under the HIPAA regulations, as well as all requirements for successfully safeguarding any and all data that could identify individual Medicare beneficiaries. Address your company's capabilities Please provide your experience, knowledge and ability to provide the following: 1. Prior experience working collaboratively with other large organizations such as CMS or other governmental organizations and conducting large scale/comprehensive organizational program assessments and evaluations. 2. Availability of staff resources with sound and detailed knowledge of the Medicare program. 3. Availability of staff resources with executive quality technical writing skills/experience. 4. Prior experience interviewing and collaborating with government program subject matter experts to understand and document customer/beneficiary service business models (operations, process, and technology) serving targeted populations. 5. Experience gathering appropriate data from and about large government organizations in order to quantify gaps and support the need for improvements to existing program operations. 6. Prior experience in data gathering, interviewing and performing environmental scans of non-governmental stakeholders in order to utilize industry knowledge, benchmarking, and process analysis to conduct comparative analyses and develop best practices in business operations that can lead to improvements in large governmental programs. **SEE ATTACHED DRAFT STATEMENT OF WORK** Business information to be submitted in the response: 1.
