- The US Environmental Protection Agency (EPA), National Decontamination Team (NDT) located in Cincinnati, OH under FAR Part 6.302-1 intends to award a sole source purchase order to The Satellite Center, Inc for Direct TV cable service for one year for 11 receivers. The Satellite Center, Inc has been the only vendor capable of providing the service because Direct TV locks accounts to the authorized original installer. The Satellite Center, Inc was the successful bidder and authorized original installer after initial procurement for satellite tv installation and service was competed with full and open competition in 2007. Direct TV does this since the primary (original) installer has the wiring layout and design along with a working knowledge of the installation. If there are any other potential sources, please submit your capability statement via email to the US Environmental Protection Agency, c/o Elaine Scott at: scott.elaine@epa.gov no later than 12 noon EST March 18, 2011. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(iv)(b).
