- Description
- This is a sole source requirement to Sikorsky Aircraft Corporation, 6900 Main Street, P.O. Box 9729, Stratford CT 06615-9129 (cage: 78286) to provide Interim Contractor Support (ICS) services. The USAF maintains and operates a fleet of HH-60G Pave Hawk helicopters that are distributed across seven Major Commands (MAJCOMs). These helicopters are used for a variety of missions, including combat search and rescue, infiltration, ex-filtration and re-supply of special operations forces in day, night or marginal weather conditions. The USAF HH-60G is a variant of the Army UH-60A/L model with a number of modifications, including in-flight refueling capability and upgrade modifications to the navigation and communications systems. Due to the aging fleet and aircraft losses in combat, the USAF formed an Operational Loss Replacement (OLR) program to replace HH-60G aircraft. The OLR program acquisition strategy is to acquire Army UH-60M baseline helicopters and modify these aircraft to meet user requirements. The newly assigned Mission Design Series for these modified aircraft will be HH-60U. The first base (unit) to receive aircraft will require initial logistics and engineering support until such time it is considered self-supportive. Further, due to the introduction of substantial improvements and changes to the basic airframe and flight deck avionics suite, this may present unique logistical and technical support situations that may be beyond the level of Air Force expertise at this location. The ICS contract will primarily consist of logistics and engineering liaison support (also referred to as ‘reach-back' support) for a geographically separated location in CONUS. The number of modified aircraft to be supported will be three (3). The ICS contract will consist of one basic year plus two one-year options. Sikorsky Aircraft Corporation (SAC) is the only known source in possession of the complete engineering design, maintenance, and repair data for the airframes and dynamic components. SAC is the only possessor of this comprehensive knowledge for the HH-60U helicopter. Authority: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Approximate issue date of the solicitation is 4 April 2011.
