REQUEST FOR PROPOSAL Solicitation Number: CL030811 Agency/Office: Sacramento Job Corps Location: 3100 Meadowview Road Sacramento, CA 95832 Title: Lease of Digital Copiers Description: Sacramento Job Corps is requesting proposals (RFP) from qualified suppliers to establish a contract to start from July 18, 2011 through June 30, 2012 with one (1) year renewal option for the provision of digital copy machines wherein the contractor supplies the copier, training, maintenance, repairs, parts, and ALL consumables (except paper). Place of Contract Performance/Delivery: Sacramento Job Corps (SJCC) 3100 Meadowview Road Sacramento, CA 95832 Duration of contract: July 18, 2011 to June 30, 2012 with one (1) year renewal option (July 1, 2012 to June 30, 2013) Closing Date of Submission: 4 PM (Pacific Time) on Thursday, April 22, 2011 Primary Point of Contact: Jesse Rosario, C.P.M., Buyer Email: rosario.jesse@jobcorps.org Tel: 916/394-4323 Secondary Point of Contact: Jim Malinovsky, F&A Director Email: malinovsky.jim@jobcorps.org Tel: 916/394-4321 Contracting Office Address: Sacramento Job Corps 3100 Meadowview Road Sacramento, CA 95832 SCOPE OF WORK The intent of this Request for Proposal (RFP) is to establish a to start from July 18, 2011 through June 30, 2012 with one (1) year renewal option for the provision of digital copy machines wherein the contractor supplies the copier, training, maintenance, repairs, parts, and ALL consumables (except paper), regardless of machine type, size, expected volume, configuration or accessories. It is the intent of the proposal to contract with a single provider; nevertheless, no exclusivity is implied. Because the Sacramento Job Corps seeks to identify a best overall solution, Proposers may submit alternative proposals in addition to the primary proposal requested herein. The contractor selected will replace the existing copiers with new or certified remanufactured copiers that have been used less than three (3) months. The Contractor will be responsible for providing ALL phases of copier services. This shall include providing new or certified remanufactured copiers that have been used less than three (3) months, providing prompt maintenance (both preventative and remedial), providing all supplies (except paper), providing accounting and invoicing data, providing delivery and copier set-up, providing specified reports and providing both initial and continuous operator training. This shall also include networking the copiers for scan and print. In addition, the contractor shall provide a customer service representative to handle all issues, inquiries and activities including adding new equipment; relocating over-utilized or under-utilized machines; gathering meter readings, if required; upgrading, expediting maintenance problems, etc. The customer service representative will act as a liaison between the SJCC and the contractor. Contractor agrees to provide and comply with the specifications delineated under each of the following provisions: 1. Equipment: Contractor shall include all peripheral equipment and installation needed to provide a turn-key system that meets all terms, conditions and specifications herein. 1.1 Initial Equipment - Standard Accessory Configuration: At a minimum, all machines will come configured with the following standard accessories, except as noted herein: 1.1.1 Reversing automatic document feeder 1.1.2 Sort capability 1.1.3 Duplex capability, including ability to duplex from networked PC's 1.1.4 Power Filters 1.1.5 8.5" x 11" and 8.5" x 14" printing capability including two associated universal trays each with 500+ capacity 1.1.6 Consoles or stands 1.1.7 Scan Technology 1.1.8 Enlargement and reduction capability 1.1.9 Minimum 512MB Printer Memory, higher for color copier 1.2 Additional Machines: Without delivery or installation charge, Contractor agrees to deliver and install additional machines, as may be requested by SJCC. Any such additional machines shall be subject to the contractual pricing terms agreed upon pursuant to this RFP. 1.3 Removal of Machines: Without cost or penalty, Contractor also agrees to reduce the number of machines upon representation by SJCC that the assigned department/s have no use for it anymore or can no longer fund such machine(s). 1.4 Initial Delivery and Removal: SJCC's contract with its current vendor terminates on July 16, 2011. At no cost to SJCC, all copy machines must be delivered and installed during the period of July 16 through July 19, 2011. Contractor shall be responsible for removal of all packing material. Contractor shall be responsible to coordinate removal of old machines with prior vendor. If Contractor fails to deliver and install the equipment as ordered by the SJCC, SJCC may cancel the order without penalty. 1.5 Installation: Contractor must perform complete installation and verify satisfactory operation of all equipment. Contractor shall perform all standard installation; provide drivers and software/firmware needed for SJCC IT staff to load to the Center's Network. Contractor must demonstrate a successful copy/print/scan from the equipment. 2. Service and Support: 2.1 Training & Demonstrations: The Contractor shall provide training and demonstrations, at no cost, in advance of initial installation and on an "as needed " basis thereafter, as may be requested by SJCC personnel. Upon such request for training and/or demonstrations, Contractor shall respond in a reasonable time period. An operator's manual shall be provided with each copy machine. 2.2 The Contractor shall make repairs and adjustments necessary to keep and maintain copy quality and equipment operations within manufacturer's specifications. Contractor shall be responsible for all cost of maintenance and repairs, including labor, parts, test copies, travel time, mileage, supplies and any other expenses required to maintain the equipment in proper working order. 2.3 Contractor shall perform preventative maintenance on all copiers per manufacturer specifications. Contractor shall provide the manufacturer's scheduled maintenance program for each class of copiers. 2.4 Contractor shall respond on-site to verbal service calls within an average response time of four (4) workday hours after notification of a malfunction. Workday hours are defined as those running from 8am to 5pm Monday through Friday, except holidays. 2.5 When repair time exceeds or is expected to exceed 24 consecutive hours, Contractor shall replace any such unrepaired machine with a reasonably comparable "loaner" machine that allows continued copy machine operations. "Reasonably comparable" shall, at the very least, mean a machine with a speed that is no less than 15 copies per minute from the machine being temporarily replaced. After five business days wherein a loaned machine has been placed, such locations must be provided with a loaner machine that provides equal or better performance and features to the original equipment being temporally replaced. Contractor's repeated failure to comply with this obligation shall constitute a material breach of the Contract. 3. Supplies: 3.1 Contractor shall provide, at no cost to SJCC, all consumable supplies, except paper, throughout the term of this Contract, including shipping charges. Said supplies include, but are not limited to, black toner, black developer, copy cartridges, fusers and staples. For color-capable equipment, consumable supplies shall likewise include, but not be limited to, color toner, developer, cartridges, fusers, and staples. 3.2 At the time of copier installation, Contractor shall deliver supplies for not less than an estimated two (2) month period for each machine placed. 3.3 SJCC shall be responsible for ordering supplies from Contractor and Contractor shall deliver ordered supplies within three (3) working days after notification. Contractual Terms: A. July 18, 2011 through June 30, 2012 with one (1) year renewal option B. Termination of Default: SJCC may immediately suspend or terminate this Agreement at any time upon written notice to Contractor in the event of a material breach of contractual obligations. Contractor shall be responsible for removing all equipment from the Center premises within 30 days from the date of the termination notice, unless an otherwise mutual time is agreed upon. A default shall include, but is not limited to a "Failure to Perform." Failure to Perform means any of the following actions or inactions by the CONTRACTOR which, if occurring, shall also constitute a material breach of this Agreement by CONTRACTOR: B.1 The contractor provides material that does not meet the specifications of the contract. B.2 The contractor fails to adequately perform the services set forth in the specifications of the contract. B.3 The contractor fails to complete the work required or furnish the materials required within the time stipulated in the contract. B.4 The contractor fails to make progress in the performance of the contract and/or give SJCC reason to believe that the contractor will not or cannot perform to the requirements of the contract. C. Termination for non-appropriation of funds: Notwithstanding any other provision of this Contract, the SJCC shall not be obligated for the Contractor's performance hereunder or by any provision of this Contract during any of the SJCC's future fiscal years unless and until the U.S. Department of Labor appropriates funds for this Contract in the SJCC's Budget for each such future fiscal year. In the event that funds are not appropriated for this Contract, then this Contract shall terminate 30 days after a written notice from SJCC is issued to the Contractor. SJCC shall notify the Contractor in writing of any such non-allocation of funds at the earliest possible date. Background: SJCC contracted with current vendor for three years since July 16, 2008. Current fleet is: 4 units Kyocera 8030 4 units Kyocera KM-2560 1 unit Kyocera KM-C2525E 1 unit Kyocera KM-3060 1 unit TASKalfa 221** **SJCC will require additional one (1) copier equivalent to TASKalfa 221 The contractor will replace the existing copiers with equivalent or better copiers. Current Ave Usages: The historical usage of copies is for information only. These do not indicate the actual number of copies, which will be ordered, since such volume will depend upon requirements, which may develop during this contract period.
