Description
THIS IS A REQUEST FOR INFORMATION ONLY. THE US DEPARTMENT OF STATE IS SEEKING INFORMATION FROM SMALL BUSINESSES ONLY TO DETERMINE SMALL BUSINESS CAPABILITY TO FULFILL THE REQUIREMENT BELOW. iF YOUR COMPANY HAS THE CAPABILITY, PLEASE PROVIDE A CAPABILITY STATEMENT AND RELEVANT PAST PERFORMANCE TO MARY PAT HAYES-CROW AT HAYES-CROWMP2@STATE.GOV BY 4 PM ET ON MARCH 24,2011. •1.1 The Contractor shall formulate, document and implement training programs to provide the necessary skills to independently pilot the Bell 206 helicopter, and operate its systems and subsystems under day and night conditions, including the use of night vision goggles and instruments. All students will need the same training and will be beginning from the entry level (no previous flight training). Training shall provide students a thorough understanding of the Bell 206, and the ability to perform all tasks in accordance with applicable technical data. Requirements of the Initial Entry Rotary Wing (IERW) primary flight, instrument flight, and basic combat skills training shall include, but are not limited to, physical and mental skills and knowledge objectives for basic rotary-wing flight maneuvers; emergency procedures; flight planning; day, night, visual and instrument flight; night vision goggle flight; cross-country navigation, tactical navigation, low level/terrain flight, confined areas, unimproved airfields, evasive maneuvers, aero-scout operations, and tactical night flight. Ground training shall include, but is not limited to, aero-medical, aerodynamics, meteorology and airspace. T he Contractor shall provide instructor(s) with work-related experience and appropriate certifications in the subject matter being taught. The instructor(s) shall have the ability to speak Latin American Spanish, and have no less than one thousand five hundred (1,500) Bell 206 instructor pilot flight hours experience.
