- Mission and Installation Contracting Command Center, Fort Eustis, VA anticipates awarding a Firm-Fixed Price Contract for a Learning Content Management System (LCMS) requirement. The contract will provide a software product and license subscription for a Commercial off the Shelf (COTS) or Government off the Shelf (GOTS) Learning Content Management System (LCMS) to support up to 150,000 students per month that is focused on the development, management, publishing, and delivery of content to students. The LCMS is a multi-user environment where developers may create, store, reuse, manage, and deliver digital learning content from its central content object repository. The LCMS shall reside and run on servers located at the four Lifelong Learning Center (LLC) locations - Ft. Eustis, VA; Ft. Gordon, GA; Ft. Leavenworth, KS; and Ft. Leonard Wood, MO. A competitive Firm-Fixed-Price contract is anticipated with a 12-month base period and four (4) one-year option periods. This requirement is solicited as full and open. The applicable NAICS code is 541511, Custom Computer Programming Services. No paper copies of the solicitation will be issued. The entire Statement of Requirement is obtainable upon request to the point of contact (POC) below. All other documents including the Solicitation and all amendments to the solicitation will be likewise posted on the ASFI website https://acquisition.army.mil/asfi. Contractors are cautioned to check the website periodically for amendments. All questions MUST be submitted in writing to the POC.
