Description
SOURCES SOUGHT PRE-SOLICITATION NOTICE The U.S. Army, Army Contracting Command - Picatinny, on behalf of the Office ofthe Product Manager, Close Combat Systems (PMCCS) and the U.S. Army Research,Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), are currently seeking potential sources for the manufacture, inspection, testing, and delivery of M1012 and M1013 cartridges according to the U.S. Government owned technical data package and detail specifications. The M1012 and M1013 are 12 Gauge non-lethal cartridges which are fired from shotguns currently employed by the U.S. Army/Department of Defense. These rounds are intended to delay, deter, distract, and incapacitate individuals at ranges of ten to twenty meters. Significant performance characteristics of these cartridges are as follows: (1) Compatible with the M26 Modular Accessory Shotgun System, as well as the Mossberg Model 500, Mossberg Model 590 and Remington Model 870/870MCS shotguns with no changes to the standard operating procedures associated with loading, firing, and unloading of the cartridges.(2) Compatible with standard bead, ghost ring and/or rifle sights on the aforementioned weapons.(3) The hit probability for any one of the M1012/M1013 projectile/s, within a military E-type silhouette target (drawing number 6006874), shall be a minimum of 80 percent at a distance of 10 meters.(4) Verification testing of these cartridges will include evaluation of terminal effects as dictated by NIJ Standard 0101.03 (no armor or fabric shall be used). The maximum depression made in the test media by each of the projectiles at 10 meters range shall be less than or equal to 44 millimeters. The minimum depression made by any projectile in the test media at 10 meters and 20 meters shall be greater than or equal to 5 millimeters.(5) Operational reliability greater than 95 percent at temperatures between -25F and 120F and be capable of storage in climatic conditions of -50F to 160F. The M1012/M1013 round is fabricated from various metals, thermoset and thermoplastic polymer components. The manufacturing process includes but is not limited to molding of polymer projectile components, 12 Gauge shotshell cartridge case priming, and propellant loading, and final loading, assembly and pack-out (LAP) of the completed cartridges. The current M1012/M1013 cartridge designs consist of two major subassemblies; first the cartridge case subassembly and second the projectile subassembly. The cartridge case subassembly is comprised of three components; the shotshell case hull, primer and primer cup, of which the latter two are pressed into the case hull. The projectile subassembly is comprised of three components; the projectile/s, gas seal, and sealing wad. Along with a small caliber ammunition smokeless-type propellant, the projectile subassembly is inserted into the case subassembly and the nose of the cartridge is roll crimped. Interested parties who feel they have the necessary capabilities should respond by providing the U.S. Government with the following information: (1) All responding sources shall provide a summary of their Company's capabilities including organization, name/address/point of contact identification, a description of facilities/equipment, manufacturing processes, inspection capability, personnel, past experience, and current production capacity per month. Respondents should identify their current business structures, summarizing the companys capabilities, description of facilities, environmental concerns, storage, shipping, receiving and other support functions such as testing capabilities, technical point of contact. Responses should indicate business size and any socio-economic considerations under NAICS Code 332992 (i.e. large, foreign, small disadvantage, veteran owned, woman owned, etc.), and detail the companys experience in manufacturing 12 Gauge ammunition.(2) Interested parties should provide both minimum sustainable and maximum attainable monthly production rates of the above described munition/s or any similar 12 Gauge products and their associated shifts, as well as, any potential ramp up production capabilities.(3) A respondent to this pre-solicitation notice should identify any automation that would be utilized during manufacturing and note if any manufacturing resources are shared with other item/production lines.(4) Respondents should identify any subcontractors that would be utilized in the manufacturing of the M1012/M1013 ammunition.(5) Respondents should also identify if they and any subcontractors being utilized maintain International Organization of Standards (ISO) 9002 certification or equivalent. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. Interested sources should submit their qualification data and requested information no later than 1500 hrs EST on 15 April 2011 by email to nick.bartolomei@us.army.mil. Interested sources may also submit their response to U.S. Army Contracting Command - Picatinny, ATTN: Nicholas Bartolomei, Building 9, Picatinny Arsenal, New Jersey 07806-5000 no later than 1500 hrs EST on 15 April 2011.
