Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into an Indefinite Delivery/Indefinite Quantity (IDIQ) with Northrop Grumman, 44 Castilian Drive, Goleta, California 93117. The IDIQ will cover a five year period with a minimum of one and maximum of five to procure Multi-Domain Electronic Warfare Test and Evaluation System (METES). The non-commerciall solicitation will be issued using other than full and open competition to Northrop Grumman IAW FAR 6.302 and statutory authority 10 U.S.C. 2304(c)(1). The basis for restricting competition is the proprietary nature of the technical data for the system resulting in a lack of drawings and specifications, in addition to duplicative costs and time that would be required to reverse engineer the system. The proposed IDIQ is for a METES system or systems for which the Government intends to solicit and negotiate with only one source, Northrop Grumman, under authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Northrop Grumman, form, fit, and function compatibility and the duplicative cost to the Government to utilize another source to satisfy the Government ™s requirements.
