Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quote (RFQ) No. Q8400110016. The FAR clauses and provisions enclosed are those in effect through Federal Acquisition Circular (FAC) 2005-50. This solicitation is a total set-aside for small business. The NAICS code is 562991-Septic Tank and Related Services, with an associated small business size standard of $7,000,000. A firm, fixed price contract will be awarded for these commercial items. DESCRIPTION OF SERVICES: The contractor shall provide all equipment, tools, materials and labor for removal of human waste and wastewater from facilities located throughout Lassen Volcanic National Park ("The Park"). The period of performance will start upon award of contract, estimated to be not later than April 15, and run through October 31, 2011. The estimated total volume to be pumped is 70,000 gallons. This quantity may vary and is dependent upon usage and length of the summer season. Septic tanks and vault toilets are located throughout Lassen Volcanic National Park and there are upward of 50 tanks within the park. Tanks range in size from 1,200-gallon vaults to 16,000-gallon septic tanks (vaults have been counted as one tank although there are two compartments). Service is to be "on call" with the Park providing a 3 day response time for the contractor. Contractor will be contacted when vaults fill to within 18" of the top or if a tank is in need of servicing (Heavy sludge layer). Call outs will be made only by Graham Dobson, Mike Lafkas and David Harry, and will include the order of priority as well as dates of desired pumping. Wastewater must be hauled to a state-approved waste disposal site outside of Lassen Volcanic National Park. The contractor is responsible for the arrangement and disposal of all waste. Per the California Water Quality Control Board; the contractor will maintain throughout the contract period a septage disposal form which will be provided by the park. This form will be mailed after each callout to: Lassen Volcanic National ParkAttn: Graham DobsonPO Box 100Mineral CA 96063 Contractor vehicles and all equipment must be free of leaks and in safe operating condition. Contractor is responsible for the complete cleanup of all spills or leaks within Lassen Volcanic National Park. Contractor vehicles must be free of any non-indigenous vegetative material. The Park must be notified if the contractor is called out on emergency service for an extended period of time i.e.: wildfire. The Park must be notified with as much lead time as possible in order to make alternative arrangements with a qualified contractor. Payment will be on a per gallon basis. Invoices may be submitted monthly and will be paid via EFT 30 days following receipt of invoice. Offerors must return a completed price schedule and business information as listed below.
