Description
The Bureau of Reclamation has a requirement for replacing three excitation systems at its Elephant Butte Power Plant Facility, which is located approximately 5 miles east of Truth or Consequences, New Mexico in Sierra County. It is anticipated that a full-and-open competition in accordance with FAR Part 15 will be conducted due to recent market research suggesting insufficient small businesses qualified to successfully perform this requirement. The solicitation is projected to be released sometime in April 2011, but is subject to change. The designated NAICS code for this requirement is 335312 - Exciter Assemblies, Motor, and Generator Manufacturing. The principal components of the work involve the following tasks: Furnish and install new fully static excitation equipment for the three units in the powerplant including fused disconnect switches, power potential transformers, circuit breakers, SCR bridges, digital voltage regulators and associated limiters, instrumentation, protection, and control components. Electrically disconnect existing rotating exciters, which are to remain in place. Modify generator terminal tap locations, unit control boards, and unit protection cabinets. Remove three former voltage regulator cabinets and three existing excitation cabinets, field breakers, and associated equipment (3 total of each). Furnish and install conduit for power circuits. Furnish and install conductors for power circuits. Furnish and install control and metering wiring. Furnish spare parts. Furnish drawings and data. Train Government personnel in operation and maintenance of new excitation system. Factory and field test the excitation systems and associated equipment. It should be noted that, due to funding uncertainties, the work will likely be split between the manufacturing and delivery of three excitation systems via a supply schedule, and the installation of the same systems via an option construction schedule under the same contract. As such, the contract will likely be awarded only for the manufacturing and delivery of these systems. If, during contract performance, additional funding becomes available for the installation of the work, then the option for installation will likely be exercised. The estimated price range for the magnitude of construction, including both the supply and installation of excitation systems, is between $1,000,000 and $5,000,000.
