Description
The Department of Homeland Security, Office of Procurement Operations intends to acquire, under a total small business set-aside, protective security officer services at the following locations in Arlington, Alexandria, and Vienna, Virginia: 4601 North Fairfax Drive in Arlington, Virginia, 1110 North Glebe Road in Arlington, Virginia, 883,885,901-27S.Pickett in Alexandria, VA, 2331 Mill Road in Alexandria, Virginia, 6295 Edsall Road in Alexandria, Virginia, 1340 Braddock Place in Alexandria, Virginia, 1525 Wilson Boulevard in Arlington, Virginia, 4201 Wilson Boulevard in Arlington, Virginia, 4121 Wilson Boulevard in Arlington, Virginia, 7323 Telegraph Road in Alexandria, Virginia, 1310 North Courthouse Road in Arlington, Virginia, and 801 South Fallon Lane in Vienna, Virginia. Offerors shall possess a Top Secret facility clearance prior to the date and time established for submission of offers. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, fixed price, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consist of a five year ordering period and a six month optional ordering period pursuant to FAR 52.217-8. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSHQEC-11-R-00003, will be released to the Federal Business Opportunities website on or about March 25, 2011. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
