Description
This is a request for information only. The information provided in response to this notice will assist the Government in determining the extent of the small business and socio-economic market for a Multiple Award Task Order Contract (MATOC). The intent of the notice is to identify sources that are qualified Small Business (SB) concerns, Service Disabled Veteran Owned Small Businesses (SDVOSB), Certified 8(a) Businesses and Historically Underutilized Business Zone (HUBZone) firms. In the event adequate small business contractors are not available for adequate competition, the MATOC requirement will be advertised as unrestricted. The primary type of work will include maintenance and repair of buildings under the North American Industry Classification System (NAICS) code 236220. The small business size standard for this NAICS is $33.5 million average annual revenue for the last three fiscal years. Work under the MATOC may include, but is not limited to, interior and exterior renovations, heating and air-conditioning, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, construction of new facilities, surveys, studies, design-build services and demolition. The work will be performed primarily at Fort Pickett in Blackstone, VA, but may be performed in Sandston, VA, the State Military Reservation (SMR) at Virginia Beach, VA and other Virginia Army and Air National Guard and federal facilities within the Commonwealth of Virginia. The MATOC will be an Indefinite-Delivery type contract awarded to multiple contractors. The MATOC will be for a base period of two (2) years with three (3) one-year option periods. Individual task orders will be competed amongst the awardees and may range from $2,000.00 to $3,000,000.00. The MATOC will permit task orders above this range when determined by the Contracting Officer to be in the best interest of the Government. All interested SB concerns shall provide this office, in writing, a notice no later than 4:00 p.m. ET, Wednesday, April 6, 2011. Responses shall be provided on the attached Sources Sought Request Form. Notification shall be provided in writing to Rebecca Fowler. You may mail or hand deliver information to United States Property and Fiscal Office (USPFO), Acquisition Support, Bldg 316, Fort Pickett, Blackstone, VA 23824. Or, you can submit via electronic mail (e-mail) or facsimile (fax), at rebecca.fowler@us.army.mil or fax 434-298-6202.
