Description
This announcement is for the purpose of soliciting prime construction firms for the construction of Medical Logistics (MedLog) Warehouse & Command and Control (C2) Facility, Bagram, Afghanistan. A firm fixed price construction contract will be awarded to a prime construction contractor. The magnitude of the project is between $5,000,000 and $10,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 29 March 2011. The proposals will be due on or about 28 April 2011. Contract award will be on or about 09 June 2011. PROJECT SCOPE: The project is for the construction of the Medical Logistics (MedLog) Warehouse and Command and Control (C2) Facility, Bagram, Afghanistan. Primary facilities include a climate controlled medical logistics high bay warehouse constructed of poured in place concrete walls with lighting, HVAC, fire protection and communications systems and a single story C2 facility with administrative, maintenance and distribution capabilities that will be constructed of cast in place concrete walls and will contain electrical, HVAC, lighting, plumbing, fire protection and communications systems. Supporting facilities for both projects include a controlled access fence and gate, site work (including drainage), water & sewer utilities, exterior electrical and communications infrastructure and access roads. Antiterrorism/Force Protection measures are included. Full design drawings and specifications will be provided. The contractor will be required to site adapt the design after contract award. All work identified in the Scope of Work shall be completed within 360 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. Performance and Payment bonding will be required. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or google accounts. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. POINT OF CONTACT: MAJ Aaren M.
