- PRE-SOLICITATION NOTICE FOR TEXT RETRIEVAL CONFERENCE (TREC) SERVICES FOR THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY The requirement is for Contract support services based on the TREC, the Text Analysis Conference (TAC), and the Text Retrieval Conference Video Retrieval Evaluation (TRECVID) to the NIST Information Technology Laboratory (ITL) Retrieval Group. THIS PROCUREMENT WILL BE 100% SET ASIDE FOR SMALL BUSINESSES. The standard classification NAICS code is 541990 - All Other Professional, Scientific and Technical Services with a small business size standard of $7.0 million. NIST intends to post a solicitation consisting of a period of performance of one base period of one year; and three, one-year option periods for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation on or approximately fifteen (15) days after the date of publication of this notice (or as soon as possible thereafter). NIST estimates that this acquisition will be valued at $1 Million. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to keith.bubar@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number.
