Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation request for proposals and no contract will be awarded from this notice. There will not be a solicitation, specifications or drawings available at this time. Naval Facilities Engineering Command Mid-Atlantic is seeking a Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Business, and certified 8(a) Small Disadvantaged Businesses with current relevant qualifications, experience, personnel and capability to perform this proposed project. The project will be located at Various Piers, Naval Station, Norfolk, Virginia. The work includes a combination of hydraulic and bucket dredging of mud and silt material along with incidental related work in accordance with drawings and specifications at Naval Station, Norfolk, Virginia. The estimated quantity of material to be dredged and disposed of is between 350,000 and 500,000 cubic yards. Deposition of material shall be by hydraulic pump directly in to the North Containment Cell and/or directly into the Rehandling Basin of Craney Island Dredge Material Management Area, Portsmouth, VA. Location of the depostition within the Craney Island Project Site is subject to change and should be coordinated with the Army Corps of Engineers before dredging begins. Incidental related work include, but is not limited to the removal, cleaning and replacement of the existing Hydroid net at Piers 12 “ 14 and associated work. Work is to be performed at approximately 25 different areas in and around the Naval Station waterfront. Strict compliance with specified safety, quality control and security requirements will be in effect. The Contractor shall proceed with mobilization and dredging no later than 30 days after Notice to Proceed and complete all work within 120 days. The Contractor shall allow for a maximum of 200 hours where construction activity is prohibitive. The Government shall notify the Contractor 72 hours in advance as to any ship movements in the area dredging is being conducted. The Contractor shall notify the Government 48 hours in advance for Port Security Barrier movement. SPECIAL SCHEDULING REQUIREMENTS a. The piers and waterfront at Naval Station, Norfolk, VA will remain in operation during the entire dredging period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operation of the activity. b.The contractor shall begin dredging operations at Pier 14 and proceed south. c.Permission to interrupt any Activity roads, railroads, and/or utility service shall be requested in writing a minimum of 15 calendar days prior to the desired date of interruption. The target award range for this project is $5,000,000 to $10,000,000. All Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Business, and certified 8(a) Small Disadvantaged Businesses, and Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a 8(a), HUBZone Small Business or Service Disabled Veteran Owned Small Business Set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals. All qualified firms are encouraged to respond. The Government anticipates a contract award for this project in May 2011. The appropriate NAICS Code is 237990 with a size standard of $33.5 million dollars. To be considered a small business for purposes of Government procurement, a firm must perform at least 40% of the volume dredged with its own equipment. IT IS REQUESTED THAT INTERESTED PARTIES SUBMIT A BRIEF CAPABILITIES PACKAGE OF NO MORE THAN FIVE PAGES. This capabilities package shall address, at a minimum the following: (1)Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. Indicated whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. (2)Company profile, to include number of employees, annual receipts, office location(s), available bonding capacity in excess of $6,000,000 per contract, DUNS number, and CAGE Code. (3) Please indicate if you are a 8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, and Veteran Owned. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company ™s ability to demonstrate existing, or developed, expertise and experience in relation to this project. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.
