- The database listing attachment has three worksheets. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited under full and open competition. The NAICS Code for this requirement is 519130, with a size standard 500 employees. Solicitation number 10024685 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-46 effective 29 October 2010. The Government intends to award one contract for database services. Database Requirements: Vendor must provide comprehensive web-based databases with full access to Health Business Elite, Health Source Nursing Academic Edition, International Pharmaceutical Abstracts, National Technical Information Services and Psychology and Behavioral Sciences. 1.Vendor shall provide the user with the ability to search all databases with a single search. (See attachments for listing of requested databases) 2. Vendor shall provide search results with relevancy ranking. 3. Vendor shall provide the user with abstracts, full citation views, and provide links to images within the article or monograph, made available directly on the search results screen. 4. Vendor shall provide various ways for the user to search the database including Basic and Advance Searches, searches for text-words, phrases, sentences, or paragraphs. Vendor shall provide the user with the ability to search using Boolean operators. 5. Vendor shall provide search history made available on the search page. 6. Vendor shall provide the user with the ability to limit searches. The available limits shall be adequate to support the research needs of the library's clientele. 7. Vendor shall provide link-outs to full-text, both within the database and to full-text available in other databases commercially available from other vendors. 8. Vendor shall provide the user with links to a customizable interlibrary loan form available directly from the results page. 9. Vendor shall provide the user with the ability to export citations and other information to Endnotes and to other citation management tools. 10. Vendor shall provide personalization of the database, allowing the user to save results to a personal folder, providing search histories for review and use by the patron at a later date. System shall allow the user to create alerts and table of contents that are sent to the user's e-mail address. The table of contents allows the user to links to the full-text materials directly from the users e-mail. 11. Vendor shall provide at a minimum access to the full-text journals and monographs listed in the attachments. Answers to questions will be made accessible to all potential offerors. Questions shall be in writing and sent via e-mail to: shariyun.alberty@jbtx.mil 2. Basis of Award: A single award shall be made to the responsible, responsive offeror who meets all solicitation requirements at the lowest total price for all line items. 3. Quote Requirements: Quotes must include unit and extended prices for all line items, all required Offeror Representations and Certifications (See FAR 52.212-3 above), Offeror Cage Code and Discount Terms, if applicable. All quotes are due no later than Friday, 25 March 2011 at Noon Central Time.
