Description
THIS IS A REQUEST FOR INFORMATION ONLY - GSA CONTRACT SOURCES SOUGHT - The purpose of this sources sought notice is to conduct market research to identify potential businesses under North American Industry Classification System Code (NAICS) 541191, Title Abstract and Settlement Offices regarding their capability, management and techical approach to providing the required services as stated in this notice. THIS IS NOT A REQUEST FOR PROPOSAL. Interested parties should provide their responses to the following information: (1) Listing of key personnel, relevant experience and education level of staff available to successfully provide Title and settlement services (2) Management Plan for executing a Title services and Settlement services Blanket Purchase Agreement (3) Technical approach to receiving title search requests, processing requests and providing 80 year title search reports (4) Applicable GSA Contract Number and Special Item No's or Categories (5) Indicate items, if any, that may be considered open market in connection with title services (6) Socio-economic status of the business. Please limit your responses to 10 pages. Interested parties shall provide requested information via e-mail to josephine.e.baran@usace.army.mil by 4:00 PM local time (Eastern standard time), 21 March 2011. The U.S. Army Corps of Engineers acquires real property on behalf of the US government and other customers for a wide variety of projects and purposes. These acquisitions are done under an authority delegated by the Department of Justice (DOJ), and the quality of the title for all acquisitions (whether the interest in property is being purchased in fee or easement) must conform to prescribed DOJ standards (http://www.justice.gov/enrd/ENRD_Assets/DOJ_2001_new.pdf). The U.S. Army Corps of Engineers, Baltimore District has a need to obtain title services for real property transactions from commercial vendors. In general terms, the services required include: (1) Title searches and preliminary policies (ALTA U.S. policy - 9/28/91), (2) Closing services, including obtaining releases, settlements, and recordations, and (3) Final title policies. These services are required at various locations throughout the Mid-Atlantic region (generally includes Delaware, Maryland, New Jersey, Pennsylvania, Washington D.C., Virginia, New York, West Virginia, and sometimes North Carolina).
