Description
IAW FAR 19.1405, this requirement will be solicited as a 100% Service Disabled Veteran-Owned Small Business set-aside. The Contractor shall provide personnel to manage the CH-47 Transportable Flight Proficiency Simulator (CH-47 TFPS) at Wheeler Army Airfield, Island of Oahu, Hawaii. The government requires one qualified CH-47D or CH-47F Instructor Pilot/Instrument Examiner. In this capacity, the contractor performs duties as an Instructor Pilot (IP), Instrument Examiner (IE) and Instructor/Operator (I/O) in a designated Aircraft Simulation Device. As an Instructor Pilot the Aviator will train and evaluate aviators and other personnel in designated aircraft per the Aircrew Training Manual (ATM) and Unit's Aircrew Training Program (ATP). As an Instrument Examiner the aviator will conduct instrument training and instrument flight evaluation per the ATM. Instruction may include any combination of individual or group instruction in an academic classroom environment and/or an aircraft simulator. Instruction includes any and all aspects of aviation training designated by the aircraft ATM and Unit's ATP. Other duties may include that as a Subject Matter Expert (SME) for the simulation device assigned to and may be extensively involved in research and development for simulation upgrades, insuring cockpit configuration concurrency. As Operator of a designated Aircraft Simulation Device the individual selected for this position must be able to operate the training device. This would include setting up mission, executing missions, running an After Action Reviews if applicable, acting as an additional Player, such as Air Traffic Control, Forward Observer, or Close Air Support. Period of Performance is projected to be 1 July 2011 through 30 June 2012 with two option periods. The estimated issue date for this solicitation is on or about 2 May 2011 with proposals due on or about 31 May 2011. Actual proposal due date will be specified in the solicitation. The government intends to award a contract to a contractor who meets the following qualifications; 1)must be a U.S. Army trained CH-47D or CH-47F Instructor Pilot and Rotary Wing Instrument Flight Examiner 2) must successfully complete Aircrew Training Manual (ATM) requirements for the aircraft as modified for the Virtual Flight Simulator 3) must successfully pass a standardization and instrument flight evaluation to include an operator's manual examination IAW the Aircrew Training Manual and AR 95-1 as modified for the Virtual Flight Simulator and 4) must be a U.S. Citizen and able to acquire a government security clearance if required.
