Description
Solicitation Package Solicitation Number: S-IZ100-11-R-0012 PURPOSE This is a U.S. Embassy Baghdad Pre-Proposal Special Notice only. Contractors are requested to read the below requirements. No responses are requested by this notice. The U.S. Embassy Baghdad issues this notice with the intent of giving an opportunity to all interested parties to appropriately prepare for the anticipated Request for Proposal (RFP). This is not a request for proposal; this is for pre-solicitation / informational purposes only. No award will be made on the basis of responses received to this notice. BACKGROUND The U.S. Embassy Baghdad has a requirement for shipping services consisting of packing, freight handling, forwarding, cargo storage, customs clearance, registration of vehicles and other related services that apply to shipments originating from, consigned to, routed through, and/or moved within the geographic area(s) of Iraq, Jordan and Kuwait. PROPOSED CONTRACT ACTION The Contractor shall provide shipping services as described herein to meet the critical mission requirements of the U.S. Embassy Baghdad. Accordingly, the U.S. Embassy Baghdad plans the issuance of the following solicitation (RFP): 1. RFP reference number: S-IZ100-11-R-0012 2. RFP Title: Customs Clearance & Shipping Services 3. RFP issuance date: March 2, 2011 4. RFP issuance method: Electronic RFP distribution though FedBizOpps and the U.S. Embassy web site at http://iraq.usembassy.gov/gso_procurement.html All responsible sources holding appropriate permits may submit a proposal in response to the RFP, to be considered by the U.S. Embassy Baghdad. 5. RFP response date: April 22, 2011. 6. Schedule: The below Schedule and estimated quantities represents the list of foreseeable line items which the U.S. Embassy Baghdad may include in the RFP. Award date: To be determined. 8. Award type: Fixed-Price type contract. 9. Award procedures: In accordance with FAR 15.3 Source Selection. 10. Duration of contract period: Base year plus 1 Option Year from date of award. 11. Place of performance: Republic of Iraq. 12. Special contract requirements: a) The Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work under this contract. QUESTIONS The U.S. Embassy Baghdad will accept questions in response to this notice in writing by e-mail only. All communications in reference to this notice shall be in the English language and shall cite the RFP reference number, and be directed to the following individual: Name: Zoran Djordjevic Title: Contracting & Procurement Supervisor E-mail: BaghdadGSOProcurement@state.gov Questions should be received by the response date of this notice to ensure a timely response and consideration. Questions received after that date may not be answered. Contractors may only contact the individual listed above regarding this notice. Communication concerning this notice with other Government personnel, including contractor support personnel, is prohibited. If such contact occurs, the Contractor making such contact may be excluded from any resultant solicitation (RFP) and award consideration. The U.S. Embassy Baghdad plans to hold a pre-solicitation conference for Contractors. Interested parties are reminded that information furnished hereunder may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business, or contain trade secrets, proprietary, or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when the U.S. Embassy Baghdad determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
