- Attached is the Request For Proposal (RFP) and the Statement of Work (SOW) The United States Department of Transportation is soliciting proposals in order to fulfill a requirement that will secure a contractor to assist and advise DOT in implementing its Commercial Services Program and link the strategic management of human capital to the PMA scorecard. The contractor shall provide support to the Office of Commercial Services (OCS) in developing detailed strategies for planning and implementing all Commercial Services efforts throughout DOT, support for conducting OMB Circular A-76 competitions and linkage of strategic management of human capital within the Office of the Secretary of Transportation to meet the Administration's goal, and realize cost‑efficiencies and/or improved services. The contractor shall provide comprehensive Commercial Services program support, feasibility study/preliminary planning support, streamlined and standard competition support, and FAIR Act and Inherently Governmental Inventory support, and linkage of strategic management of human capital support as described in the OMB memo for Service Contract Inventories, dated Nov 5, 2010. The DOT is currently running a decentralized Commercial Services program, but seeks to explore opportunities wherever possible. Tasks 1 through 4 describe the services necessary to support the DOT Commercial Services Program. It is expected there will be extensive collaboration between the contractor, the Office of Commercial Services Associate Director and DOT OAs.
