- Set aside for full and open competition. The Air Force plans to procure fifteen (15) Each to purchase Part Number 90-3064-zzz; Model Number: SPA-06V-903-53-00-00-04-0092-zzz, Saber Panel Mount Solar 6.4 Inch LCD Monitor with VGA and NTSC Video Acceptance, and Optically Bonded Antireflective ITO Coated Glass and Other EMI Shielding; Includes 12 Custom Membrane Buttons and DC Power Cable with Mating Power Connector (No Power Supply). Includes Conformal Coating Of Circuit Boards. No Substitutions allowed for this equipment from General Digital Corporation. Fifteen (15) each shipping and handling. The Government does not own the data rights to the data or software code and cannot reproduce the Saber Panel Mount Solar 6.4 LCD Monitor product. The Saber Panel Mount Solar 6.4 Inch LCD Monitor with VGA and NTSC is a proprietary product of General Digital Corporation and no other company has the data rights to sell the Attenuators. Contractor must be an authorized General Digital Corporation distributor; verification will be made with the company. AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.301-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETEMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES. The solicitation will be issued on 10 March 2011. The Offer Due Date is 25 March 2011. The entire solicitation will be made available only on FedBizOpps (FBO) website at: http://www.fbo.gov.
