- THIS NOTICE CONSTITUTES AMENDMENT NO. 1. TO THE COMBINED SYNOPSIS/RFQ FOR NEWSCLIPPING SERVICE. Companies shall acknowledge all amendment(s) in their quote. Thisnotice serves as the official amendment to subject synopsis/RFQ and a written amendmentwill not be issued.The purpose of this amendment is to include description of news clipping services neededas follows:NASA/HQ has a requirement for a news clipping service to provide key staff members andagency field centers with a comprehensive review of the days major news stories fromsources including national and local television, national and local newspapers, newswires, Internet publications, magazines, legal journals, television, radio, and specialtypress. This service must include, but not limited to, analysts to find and reviewarticles and broadcasts from all major (and most smaller) daily newspapers, nationaltelevision, cable news, local television markets, newsweeklies, relevant magazines andjournals, internet sites, and specialty press to determine which aspects of each story,if any, are important to the various constituencies within NASA; edit out allredundant/irrelevant information; and interweave important information from all sourcesand provide to NASA HQ by 7:30 a.m. EST each weekday. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation,which is issued as a Request for Quotation (RFQ); quotes are being requested and awritten solicitation will not be issued. Offerors are required to use the On-Line RFQsystem to submit their quote. The On-line RFQ system is linked above or it may beaccessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The informationrequired by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than March 24, 2011. (Prospective quoters shall notify this office of theirintent to submit a quotation). It is the quoter's responsibility to monitor this site forthe release of amendments (if any). Potential quoters will be responsible for downloadingtheir own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note 'B'. Any referenced notes may be viewed at the following URLs link below. The due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on March 9, 2011. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
