Description
ARINC Sole Source Justification and Approval US Customs and Border Protection (CBP) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with the ARINC Inc. for one year of annual software license maintenance for previously purchased licenses for ARINC Private Network Services Software at the National Data Center. Additional services include: translation and messaging services which provide CBP technical solutions for interconnecting hundreds of airlines and maintains hardware, circuitry, modems, encryption devices, and associated equipment contracted by CBP. This service links the airline passenger manifests to the US Customs and Border Protection enforcement databases and is critical and allows for the integration and continued enhancements for CBP systems. Maintenance will be required for AviNet IP Network Access Services, AviNet x.25 Access which provides internetworking services between older Airline Technology and CBP, and Message and MQ Services that provide guaranteed delivery of aciation trade and enforcement information (35,000 messages per day at 200 characters per message) AviNet Software is proprietary and not available from any other source. ***Sole Source determination is based on CBP's requirement for licenses and maintenance for the ARINC Private Network Services Software. ARINC is the sole provider of services to several high-value air carriers. ARINC has exclusive commercial agreements with some of the 200 plus licensed air carriers that operate international flights into or out of the United States and its territories. CBP mush subscribe to ARINC services to access the entire commercial air carrier community in support of our anti-terrorism mission. Soliciting services from other groups other than the approved VARs (Value Added Resellers) would subject CBP to significant security risks and may pose a threat to National Security and the DHS Mission. ***The Period of Performance shall be from April 1, 2011 through March 31, 2012. ***The North American Industry Classification System (NAICS) code for this acquisition is 541511. **The Government intends to solicit and negotiate directly with ARINC Inc. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities via email. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by March 17, 2011 at 3:00 pm EST, an award shall be made to ARINC Inc.
