- Sole Source J&A Sole Source Synopsis The proposed contract is to acquire professional, technical support services for the 711 Human Performance Wing, Plans & Programs Division. The services to be provided will support current laboratory animal research projects at Brooks City-Base TX. Services shall include animal housing and care, research protocol support, animal disposal, veterinarian services (on-call or as needed depending on the protocol), associated gases (nitrogen/oxygen/helium). Services shall be for use by 711 HPW and its affiliates. This effort is will be awarded for a period not to exceed twelve months, at an anticipated value below the Simplified Acquisition Threshold. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1) and FAR 6.302-1(a) (2) (iii). The proposed source is BRIDGE PTS, as Bridge PTS is leasing the animal facility from Brooks Development Agency, they are considered the only service provider capable of meeting requirements. The animal care and feeding must be accomplished on-site at Brooks City-base, Texas, as transportation to/from the site will provide undue stress on the research animals and skew the test results. The justification for other than full and open competition is attached to this notice and fulfills the requirement in FAR 6.305. This notice of intent is not a request for competitive quotations; however, any quotation received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
