Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with Raytheon Missile Systems, 1151 E Hermans Rd., Tucson, AZ 85734. The BOA will have a ceiling in the amount of $12,500,000.00. The BOA may include Job Orders in accordance with the Statement of Work for the following: engineering, logistics and test support, test item hardware and software, support equipment hardware and software, prototypes, test and assembly fixtures, repair services, training, and various data products. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) because only it possesses the critical vehicle information and possesses the qualified vehicle design in addition to duplicative costs and time that would be required to reverse engineer the systems. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
