- Clarification related to: 3(b) PROFESSIONAL QUALIFICATION AND CAPABILITIES: Corps certified testing lab (Geotech and Environmental-asbestos, lead based paint, soil, etc.)---The Corps still requires a Corps certified lab for soils and concrete. As for HTRW testing of soil and water samples, we require that laboratory services be provided by laboratories compliant with the most recently published version of the DOD Quality Systems Manual (QSM) and labs shall hold a current National Environmental Laboratory Accreditation Program (NELAP) accreditation for all appropriate fields-of-testing. For asbestos, labs should be certified by the National Voluntary Laboratory Accreditation Program. The response date/time of 14 March 2011 at 2:00 PM Central Time remains unchanged.
