Description
By way of this Special Notice, and in accordance with FAR 6.302-1, the Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Service Contract to Smith-Root Incorporated (SRI), 14014 NE Salmon Creek Avenue, Vancouver, Washington, 98686 to provide operation and maintenance services for the Electric Dispersal Barrier IIA, located on the Chicago Sanitary and Ship Canal near Romeoville, Illinois. SRI has the expertise and an experienced staff that is fully capable of operating and maintaining the barrier without additional assistance from the Government. SRI provides well-trained experienced personnel with the expertise to assume the immediate operation and maintenance of the Dispersal Barrier. SRI employees have a very intimate knowledge of the barrier and it's mechanical and electrical systems. The facility operation is continuous except during power outages. Equipment to be serviced and maintained includes an emergency stand-by generator, building and site lighting, and submerged electrode array on the canal floor and electric pulse generators, which is patented by SRI. Unscheduled emergency service shall be performed at additional cost as needed and may include the use of divers and local service providers. The work may include crating and shipping patented electronic equipment components to SRI in Vancouver, Washington, and receiving and installing similar components. Items or maintenance not covered under this service contract are as follows: Operation failure due to accidents, labor disputes, flood, wind, lighting, rain, ice, earthquake, or other such Acts of God, Acts of War, Acts of Terrorism and Acts of Vandalism. The contract performance period is for approximately four (4) months. It is anticipated that the resultant contract will be firm-fixed price. This notice is NOT a Request for Proposals, therefore, NO solicitation documents will be issued. Award is anticipated on or about 23 April 2011.
