Description
The U. S. Coast Guard is considering whether or not to set-aside an acquisition for HUBZone concerns, Service-Disabled Veteran-owned Small Business concerns (SDVOSB), or for Small Businesses. Response by interested parties must be made by 4:00 pm EST on March 17, 2011. The small business size standard is less than 1000 employees. The acquisition is for DOCK SIDE repairs to the USCGC JUNIPER (WLB-201), 225 Foot "A" Class Seagoing Buoy Tender. The homeport of the vessel is Newport, RI. The performance period is expected to begin on or about 4 May 2011 and be completed within 70 days. The scope of the acquisition is for various repairs including but not limited to: Tanks, (Potable Water), Clean and Inspect, Main Diesel Engine (MDE) Exhaust Stack Uptakes, Clean, Ship Service Diesel Generator, Vent Ducts (Engine & Motor Room All) Clean, Vent ducts (Galley & Pantry Room All) Clean, Oil Content Meter, Calibrate, Hot Water Accumulator Tank, Clean and Inspect, Compressed Air Receivers, Clean and Inspect, Buoy Crane Main & Auxiliary Winches, Inspect & Test, Controllable Pitch Propellers, OD Box Repairs, Buoy Crane, Preserve, Deck Covering (Interior Wet/Dry), Renew, Single Point Davit Exterior Surfaces, 100% Preserve, Sewage Piping, Clean and Flush, Tanks, (Grey Water Holding), Preserve 100%, Tanks (Sewage Holding), Preserve 100%, Superstructure Preserve 100%, Check Valves in CO2 Flooding System, Upgrade, Dual Point Davit Hydraulic Reservoir, Repair, Potable Water Pneumatic Tanks, Clean & Inspect, Potable Water System Relief Valve, Overhaul & Renew, Compressed Air System Valves, Inspect & Test, Fix CO2 FF Bottles, Inspect & Hydrostatic Test, Composite Labor Rate, GFE Report, and Travel and Per Diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. In accordance with FAR 19.1305, if your firm is HUB Zone certified or a Service-Disabled Veteran-Owned Small Business and intends to submit an offer on this acquisition, please respond by email to Kathy.J.Fields @uscg.mil and include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by 17 March 2011 at 4:00 pm EST. Contractors are reminded that should this acquisition become a HUB Zone set-aside, FAR 52.219-3, Notice of Total HUB Zone Set-Aside will apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. Contractors are also reminded that should this acquisition become a Service-Disabled Veteran-Owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside will apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above information must be submitted in sufficient detail for a decision to be made on a HUB Zone, Service disabled Veteran-Owned Small Business Set-Aside or Small Business Set-Aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUB Zone or SDVOSB Set-Aside, or Small Business Set-Aside will be posted in the FedBizOpps website at http://www.fedbizopps.gov.
