- Admiralty Raster Chart Service Sources Sought Response Date: March 29, 2011 8:00am Eastern Time. The Department of Homeland Security (DHS), United States Coast Guard (USCG), Navigation Center (NAVCEN) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6. This announcement constitutes the only solicitation, offer(s) being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ and incorporates all provisions and clauses through Federal Acquisition Circular 2001-27. The applicable North American Industry Classification Standard (NAICS) code is 443120. It is contemplated that award shall be made utilizing Simplified Acquisition Procedures and award will be made on a best value basis. The following provisions and clauses are incorporated by reference: FAR 52.204-6 Data Universal Numbering System, FAR 52.212-1 Instruction to Offerors - Commercial Items, FAR 52.212.3 Offerors representations and Certifications - Commercial Items, FAR 52.212-5, Contract Terms and Conditions, FAR 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration. A formal notice of changes, if applicable will be issued via amendment(s) to FedBizOpps USCG Navigation Center (NAVCEN) is seeking a source and price quote to provide Admiralty Raster Chart Service (ARCS) for use with Electronic Integrated Navigation Systems (ECINS) on board United States Coast Guard (USCG) cutters. ARCS is the sole source of electronic chart data compatible with USCG ECINS systems and is used to provide complete geographical coverage of USCG cutter remote operating areas. Service is for world wide electronic chart coverage of navigable waters and is to include monthly chart corrections reflecting permanent changes to navigation data. Two (02) ARCS licenses are sought for the period of April 5, 2011 thru April 4, 2012.
