Description
DLA Distribution Susquehanna intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 to purchase adjustable Polypropylene pallet straps used to secure "packages" to Government pallets moving on towline cart system and moving to other warehouse locations on the installation. Previous market research was conducted among several strapping manufactures and samples were received and tested by the Government. Struges Manufacturing Company Inc. was the only company to submit a product that met the Governments minimum requirements. Therefore, the Government intends to award a sole source firm fixed price contract to Sturges Manufacturing to satisfy this requirement as follows: Straps used to secure material loads to standard government winged pallet (48" x 40"). A material load is defined as a single container or multiple containers weighing from one (1) pound up to two thousand (2000) pounds. The height ranges from less than one (1) inch up to sixty-two (62) inches. The width ranges from one (1) inch to the maximum pallet dimension (48" x 40"). The material loads are conveyed via in-floor towline carts. The maximum travel speed of the cart is 90 feet per minute. The cart is subject to numerous stops and starts thereby subjecting the material to movement that may cause it to fall from the pallet and subsequently from the cart. The pallet strap must be easily adjustable to accommodate the wide range of loads. Any hardware used must be made of a material that is durable enough to handle the towline and warehouse conditions yet yielding enough to prevent any type of jams or conditions that may result in mechanical failures and safety concerns. Loops, approximately 6" in diameter, may be used at the ends of the straps to secure the load to the pallet. The use of hooks is prohibited. Because of the varying size of loads to be secured and to avoid any excess strap from tangling or snagging, the straps shall be manufactured in two lengths, approximately 96" and 144", and color coded to quickly and easily differentiate between the sizes. Also, to provide some shock absorption while securing the load to the pallet, the strap shall include an elastic section not to exceed 24" in length. "DDSP Official Use Only" shall be permanently woven or sewn onto the strap in a way such that it is not easily removed. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 313221 with a small business size standard of 500 employees.
