- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION This is a sole source procurement under the 'Other than Full and Open Competition' (FAR 6.302-1). The associated NAICS code for the GE Centricity PACs System maintenance contract is 811219. ASAO East 8 Department of Veteran Affairs intends to award a sole source contract for VAMC West Palm Beach for maintenance, and emergency repair for the GE Centricity Picture Archiving System (PACS), to GE Medical Systems Information Technology, 8200 West Tower Avenue, Beltman North America Door 1, Milwaukee, WI 53288. AUTHORITY CITED: A.) FAR 6.302-1 REASON FOR AUTHORITY: FAR 6.302-1: Market research found General Electric (GE) is the manufacturer of the equipment and the only company with factory specialized technicians to work on the GE PACs system and the only company authorized to operate GE proprietary functional design. GE is the only company with systems engineers and sales representatives that have been factory trained and certified to service all GE PACs equipment. In addition GE has a strict warranty policy that states any work, replacement, reinstall, code modification/upgrade, or repair performed on GE picture archiving system (PACs) components by parties other than GE factory trained technicians will void both the standard and extended service warranties on the GE PACs system. APPLICABLE CONDITIONS: The contractor shall provide services to the Department of Veterans Affairs Medical Center, West Palm Beach, Florida. The contractor shall provide software maintenance and support services in accordance with manufacturer's specifications. The services to be performed by the vendor will consist of the following, provide vendor support and GEMS support labor as need. The VAMC Biomedical Engineering (BME) staff shall provide initial service effort and will be on-site when GEMS support is required. Active system maintenance or monitoring is required from GE.Facilitation of service exchanges or repairs as requested or authorized by COTR, operation and troubleshooting support of all GE PACS equipment. The contract will be established for five months until the predetermined end-of-life of the GE PACs equipment, however the determination of needed services will be based on COTR and on operation of equipment. Reduced overtime rates will be provided (include standard and reduced rates in response). On-site service calls 7:00 am to 6:00 pm Monday through Friday, excluding Federal holidays. After hours emergency service will be billed at prevailing rates. The contractor will be on site by the next day, as required. Emergency response time will be provided within four hours of initial phone contact. Phone support will be provided within one hour of initial contact. Updates will be provided at no cost for all items. EFFORTS TO OBTAIN COMPETITION: This Notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contract Specialist, who will evaluate all responses received. The determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
