Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite Programs Acquisition Division (SPAD), intends to negotiate on a sole source basis with EMS Technologies, Norcross, Georgia, for LEOLUT and GEOLUT upgrades using the procedures in FAR Part 15. The statutory authority for other than full and open competition is 41 USC253(c) (1) as implemented in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This contract would be to refurbish 10 Local User Terminal (LUT) by procuring and installing new server and hardware "components" to maintain the health in 8 operational and 2 test LUTs. The strategy for implementation will be to refurbish 10 LUTs at 4 sites (AK, FL, MD, and GU) and include one base year of Operations and Maintenance. There will be an option to perform the same upgrade to 4 additional operational LUTs at 2 sites (HI and CA). In addition to the above, this contract will have the option to extend Operations and Maintenance (O&M) including providing technical and operational support on a yearly basis, for up to 4 additional years for a total of 5 years inclusive of all options. The decision to upgrade rather than replace the LUTs will drastically reduce any downtime associated with transition and cost for completely new LUT's. North American Industry Classification System (NAICS) 517919 applies. The small business size standard for NAICS Code 517919 is $25 million. All inquiries should be submitted in writing by e-mail to Edith.L.Jones@noaa.gov referencing RFP No. DG133E-11-RP-0072. No telephone inquiries will be accepted. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, if any other interested parties believe that they can meet the Government's requirements, they may submit a capability statement, proposal, or quotation, which if timely received will be considered by NOAA. ALL information must be submitted within 15 days after publication of this synopsis. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Please provide commercial and government pricing. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the proposal meets all of the requirements. Capability statements and related materials must be emailed to the point of contact by March 11, 2011. Award will be made using FAR Part 15, Contracting by Negotiation, current through FAC 2005-48. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within discretion of the Federal Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
